OVERVIEW OF THE FUNCTIONS OF THE POST

 

Under the direct supervision and functional authority of the Director of UNESCO Almaty Office (ATA), the incumbent shall be responsible for the coordination and implementation of the UNESCO Almaty component of UNESCO’s Project on “Silk Roads Heritage Corridors in Central Asia–International Dimension of the European Year of Cultural Heritage” Project funded by the European Union.


Working in close collaboration with the National Programme Officer for Culture at the UNESCO Almaty Cluster Office, the Project Implementation Team at the Almaty and Tashkent Offices, as well as the relevant colleagues at the Culture Sector at the Headquarters and the Liaison Office in Brussels the Project Coordinator will review project components, develop project resource profiles and timelines. Assess delivery issues and works with national counterparts to build common understanding and coordination on project activities. 


The incumbent shall perform the following functions:

1. Planning, management, coordination, monitoring and reporting:


• Plan, implement, monitor, evaluate, complete project activities (namely, (1) ICH safeguarding regional and country activities; (2) Silk Roads (SR) Virtual exhibition finalization and promotion; (3) development of the educational programme for a wider audience on SR Cultural Heritage; (4) launch and promotion of the SR World Heritage Journey online platform; (5) rehabilitation and valorization of cultural and natural sites in Kazakhstan, Kyrgyzstan, and Tajikistan) and report on the Almaty cluster activities under the Outputs 1, 2 and 3 of the Project. Coordinate and lead the planning, implementation, monitoring, and reporting on the joint awareness‐raising activity and virtual exhibition under Output 4.
• Coordinate the reporting on all Project activities from the Almaty and Tashkent Offices.
• Provide project support by developing work plans for implementation and draft terms of references for activities. Liaise with local partner organizations, as well as experts working on the project regarding the implementation of the planned activities. Seek programmatic guidance from the Culture Sector, as needed.
• Prepare draft budgets in collaboration with partners and monitor budget execution. Liaise with the local cluster partners throughout the project implementation cycle.
• Monitor the implementation of the project on a regular basis through missions, reporting and assessments. Analyze the comprehensive reports and assessments prepared by consultants conducting capacity‐building activities. Initiate timely remedial measures and revisions to activities and the budget, as needed. Communicate regularly with the national officials, consultants and the EU delegations. Update UNESCO’s monitoring tools with the relevant Project information.
• Draft regular reports to the EU (informal narrative reports, annual Project reports).
• Provide technical and policy advice and support to the country authorities in relation to the Project, by liaising with the Ministries of Culture as well as other relevant national stakeholders in the field of culture and tourism.
• Provide substantive and logistical support in the organization of trainings, workshops, conferences, meetings and side events, drafting programmes, identifying participants, preparing background documents and handling organizational matters.

2. Visibility, communication, outreach, liaison and partnership‐building:


• Provide information on the Project to partners and colleagues at Headquarter and the Field Offices. Remain aware of developments and advancements in this area in order to advise stakeholders on Project development, resources and best practices.
• Assess, recommend and contribute to the development and expansion of knowledge based on the Project matters, ensuring regular contributions to web and printed content and dissemination to colleagues, peers and stakeholders.
• Collaborate with the Project Communications Assistant and contribute to outreach efforts to maximize the visibility of the Project "Silk Roads Heritage Corridors in Central Asia- International Dimension of the European Year of Cultural Heritage". Contribute to the planning, development and implementation of outreach strategies and networking opportunities, aimed at expanding and communicating on the activities under the Project.
• Liaise with the EU Delegations and UNESCO National Commissions in the ATA Cluster countries in order to inform them on the Project and coordinate relevant activities. Ensure that messages and communication are aligned with UNESCO’s C/5 and C/4 policies and strategies.
• Contribute to the development of relevant information materials, prepare presentations, participate in relevant meetings inside and outside UNESCO, and channel the insights gained from the work back into programme development processes.
• Liaise with the EU delegations in ATA cluster countries in order to coordinate UNESCO's activities for Project activities in Central Asia. Organize annual meetings of the Steering Committee (comprised of Directors/Heads of unit level representatives of the UNESCO Field Offices, EU delegations, DEVCO, Ministries of Culture of the participating countries).     • Support partnerships' development and resource mobilization to complement the action implemented within the Project.

Education   


• Advanced university degree in the field of culture, education, social sciences, international relations, management or another related field.


Work Experience


• Minimum 7 years of progressively responsible relevant professional experience in the field of project administration and coordination, cultural heritage.


Skills/Competencies 

 

• Good political judgment with the ability to negotiate at the decision-making level.
• Knowledge of programming policies and procedures in international development cooperation, in particular in UN System and the European Union.
• Strong reporting skills.
• Excellent understanding of all aspects related to the safeguarding, preservation and promotion of culture and heritage‐based tourism development.
• Ability to make advice and technically sound decisions on all aspects of Project implementation.
• Ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the Organization.
• Excellent oral and written communication skills.
• Excellent coordination, managerial and interpersonal skills.


Languages


• Excellent knowledge of English and Russian.
 

DESIRABLE QUALIFICATIONS

 

    Work experience


• Preferably 3 years of experience in the UN System, European Union or in an international organization, preferably in the field of culture.
• Experience in the Central Asian region.


Languages


• Good knowledge of the Kazakh language

BENEFITS AND ENTITLEMENTS

 

  • Salary: * 1 136 906 KZT monthly (including 10% for pension and 5% for medical insurance)
               (*subject to change in case of changes in UNESCO Almaty SC salary scale)
  • UNESCO's salaries are paid in local currency (Kazakh tenge).
  • Other benefits include: 2.5 days annual leave for each completed month of service, 5% for medical insurance and 10% for pension plan are included into the monthly salary.
