Functional Responsibilities
The Fund Director will be responsible for ensuring that the ETP Secretariat catalyzes, facilitates and supports effective action across the overall programme/movement, and the work that will be done under the programme mandate. The Director of the Secretariat will be primarily responsible for providing strategic advice, planning, resource use, day-to-day management of staff, reporting on the use of funds, performance management and evaluation of progress against goals.
The Director reports on substantive matters to the SC chair and on administrative matters to the UNOPS line manager.
This includes the following key functions:
1. Advisory Services
- Providing strategic and tactical advice for empowering leadership and continued enhancement of the vision and strategies pursued by the Secretariat.
- Coordination of the development of the ETP Secretariat’s objectives and priorities and providing overall strategic planning towards their achievement.
- Leading the development of the annual work-plans of the Secretariat;
- Ensuring high standards and relevance of all outputs and communications that emanate from the Secretariat.
- Strategic planning of activities in support of the Programme priorities; development and regular update of team work-plans;
- Undertaking management and supervision of the different teams within the ETP Secretariat to ensure timely and quality outputs;
- Overseeing the organization of high-level events and meetings.
- Coordinating with UNOPS Fund Management and Support Services on all matters related to the Secretariat operations.
- Ensuring optimized utilization and reporting of financial and human resources:
- Ensuring optimized budget management balancing programming, expenditures and fund raising and ensuring that resources are properly utilized;
- Develop and implement a communication and outreach plan with regards to existing and potential donors, as well as government and other stakeholders
- Human resources management: Performing performance evaluation of staff/personnel of the Secretariat, planning and management of recruitments;
- Coordinating the production of activity and financial reports ensuring transparency of resource utilization and quality reporting to donors.
- Maintaining effective relations with contributors to the ETP;
- Representing the ETP in public events, task forces, working groups, intergovernmental and interagency discussions, interactions with stakeholders outside the UN system, and any other relevant situation.
- Coordination with the Steering Committee on the engagement with potential donors to raise funding for the ETP pooled funding window.
- Build and maintain effective partnerships with government entities in the ETP priority countries.
- Management of internal and external stakeholder - direct engagement with high level stakeholders
Education/Experience/Language requirements
Education:

An advanced university degree (Master’s degree or equivalent) is required preferably in alternative energy development, social sciences, energy policy, international development, management, development economics, public administration, business administration, or related fields.

A first-level university degree (e.g. Bachelor's degree) in the abovementioned fields in combination with two (2) additional years of qualifying experience may be considered in lieu of the advanced degree.

PRINCE2 Foundation and PRINCE2 Practitioner Certificates are an asset - successful candidates must complete it within the first six (6) months of onboarding.

Managing Successful Programmes (MSP) Foundation certification is an asset
Experience:
-
Minimum seven (7) years (for advanced university degree holders) or nine (9) years (for first level university degree holders) of professional experience that combines strategic and managerial leadership in project/programme management, general management, or planning and operations, preferably in the energy transition, climate change or related field is required. Preference will be given to candidates with ten (10) or more years of relevant experience.

Relevant professional experience must include five (5) years of experience at the international level (working abroad).

Experience at a senior management level is required.

Professional experience in multi-sector renewable energy programmes and policies is an asset.

Knowledge of the political economy and experience in the region are highly desirable.

Proven experience in engaging with high-level stakeholders, such as government officials, donor representatives, representatives of international organizations, etc is required.

Some experience in the UN system organizations and/or a developing country is desirable.

Regional experience (i.e. South East Asia) preferably in energy transition sector is an advantage.
Language:

Full working knowledge of English language is required.

Working knowledge of another, official UN language is desirable.
