Background

Purpose of the position

The incumbent will collaborate with the Emergency Preparedness and Response, and Vaccines Preventable Diseases units in WHO country offices to ensure that no one is left behind in the delivery of COVID19 vaccination. The project aims to improve COVID-19 Vaccine service delivery in Mozambique as one of highest priority country that has benefited from Canadian Grant. The position will focus on community engagement, within the context of addressing inequities and gender disparities in service delivery with emphasis at sub-national geographical locations.

She/he will provide expert technical advice to ensure that gender, equity and human rights considerations inform planning, implementation, monitoring and evaluation of COVID19 vaccinations. Importantly, the incumbent will ensure intersectionality is central to the Leaving No-One Behind for reaching those furthest behind with COVID vaccines through analysis of intersectional gender factors that influences demand, uptake and acceptance of immunisation services and ensuring their systematic integration into the response in an effective manner.

Duties and Responsibilities

Under the overall guidance of the WHO Representative and the direct supervision of Immunization Officer and in close collaboration with the concerned EPI staff in WCO incumbent will:

  1. Provide technical support to country teams for targeted and context specific gender, equity and human rights and intersectional analyses to identify at risk and vulnerable populations not included in previous national COVID vaccination strategies and plans and immunization in general.
  2. Laisise with national and sub-national teams to undertake rapid barriers assessments and vaccine hesitancy surveys to identify obstacles and develop differentiated delivery strategies to reach disadvantaged populations including gender diverse groups.
  3. Conduct advocacy and policy dialogues with stakeholders including women's and men's groups to prioritize gender responsive interventions critical for improving coverage of COVID19 vaccination.
  4. Coordinate and facilitate training of emergency preparedness and response, vaccines preventable diseases, primary health care and health systems strengthening teams and partners at national and sub-national level, and other local organizations on gender, equity and human rights integration approaches and provide follow-up supportive supervision for mainstreaming priority equity actions into the COVID19 Vaccination and immunization programmes in general
  5. Facilitate implementation of gender responsive communications and community engagement strategies to understand and address barriers to vaccine demand and uptake
  6. Provide expert advice and collaborate with immunization and emergency teams to ensure that an intersectional gender specific challenges are addressed through intersectoral remedial actions to ensure effective coverage of disadvantaged and vulnerable women, men, girls and boys and other diverse groups in collaboration with beneficiaries and community groups.
  7. Provide technical support for monitoring and reporting of GER components of the vaccination programme through selected priority indicators at national and subnational levels.
  8. Perform other related duties as required.

  • Relevant field experience with the UN and familiarity with the UN system is highly desirable
