Purpose of consultancy

To provide guidance to LCD in coordinating: the development and roll out of a reporting strategy for health emergency learning; the exchange of information about learning and training activities, outcomes and partnerships; and the development and updating of technical documents and tools.

Background

The WHO Health Emergencies Programme (WHE) assists the world’s most vulnerable communities by providing flexible, rapid and effective responses to health crises. As seen in the current COVID-19 pandemic, public health learning is considered an essential intervention within such emergency response.

The WHE Learning and Capacity Development Unit (LCD) is leading the implementation of the WHE Learning Strategy, which guides all learning, capacity development and training activities across the programme. The unit is involved in a number of global and regional learning initiatives and is working on the streamlining and coordination of emergency learning for WHO globally. LCD is also the ‘home’ of the OpenWHO.org platform and assists teams across WHO with making high-quality public health learning content available for all.

Deliverables:

  • Deliverable 1: Development of WHO Guidance for Learning and Capacity Building in Health Emergencies.
    Expected by: 15 October 2023.
    • Activity 1.1: Facilitate the Guidance development process to ensure the project remains on track for the designated timeline;
    • Activity 1.2: Prepare and distribute information to the External Expert Group, Internal Steering Group and other relevant stakeholders;
    • Activity 1.3: Prepare informational materials for the finalized Guidance.
  • Deliverable 2: LCD reporting for end of year 2023 and beginning of year 2024.
    Expected by: 15 January 2024.
    • Activity 2.1: Coordinate the collection of reporting inputs from LCD focal points;
    • Activity 2.2: Deliver reports and analytics on LCD work areas and structure content around the findings to share results with impact;
    • Activity 2.3: Coordinate LCD inputs for donor and WHO reporting requests by getting clearance from LCD focal points and the Unit Head to meet all deadlines.
  • Deliverable 3: Informational materials for LCD projects in 2023 and early 2024.
    Expected by: 15 April 2024.
    • Activity 3.1: Prepare and produce informational products and analytical materials for learning activities, including for the 5-year anniversary of LCD;
    • Activity 3.2: Plan and administer materials for LCD global and regional multi-stakeholder initiatives and assist with the organization of events and workshops;
    • Activity 3.3: Coordinate with service providers the design of infographics to increase learners’ engagement.

Qualifications, experience, skills and languages.

Educational Qualifications:

Essential:

  • Advanced university degree in Public Health, Social or Political Sciences, Communication, or related field.

Desirable:

  • A complementary education degree, qualification or training in a second of the above-mentioned fields.

Experience

Essential:

  • 5 -10 years of professional experience in the area of reporting and outreach on high-level activities in a health-related field.
  • Demonstrated experience in project management.
  • Experience working at the international level.
  • Extensive experience working within a multicultural and multidisciplinary environment.

Desirable:

  • Experience working in learning, knowledge-transfer and capacity-development within the context of health emergencies.
  • Experience in visual design.

Skills/knowledge

Essential:

  • Excellent and demonstrated writing, oral presentation and communication skills.
  • Positive attitude to learning new skills and working with a multicultural team.
  • Capable of working under high pressure and tight time constraints.
  • Focused on quality with attention to details.
  • Analysis and troubleshooting skills, with aptitude and sound judgement for creative problem solving.
  • Strong skills in managing online dissemination channels and contact lists.
  • Sound skills in Adobe Photoshop, Canva, Final Cut Pro and/or other visual and video production software.
  • Sound knowledge of Microsoft Office Suite including Word, Excel, PowerPoint and Outlook.
  • Proven knowledge and skills in WHO health emergencies learning.

Languages required:

Essential:

  • Expert knowledge of English.

Desirable:

  • Intermediate knowledge of other UN languages.

Location

Off-site - Home based.

Travel

The consultant is not expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B-USD 7,000 – 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

9 months.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
