Consultant - Rehabilitation and Emergency preparedness & response

Purpose of consultancy

To strengthen the integration of rehabilitation into emergency preparedness by:

1. developing, piloting, implementing WHO Technical Products; and
2. contributing to the strengthening of rehabilitation in the Emergency Medical Team (EMT) initiative including providing guidance to countries.

Background

The Sendai framework calls for the integration of disaster risk management into all levels of healthcare (Priority 3,30i), while WHOs 2019 Health Emergency and Disaster Risk Management Framework includes rehabilitation services in its list of health services to be considered before, during and after emergencies. IASC Guidelines on the Inclusion of Persons with Disability in Humanitarian Action also calls for “the integration of rehabilitation services in all mass casualty and disaster management plans”.

Evidence from WHOs own work on strengthening rehabilitation in health systems shows that rehabilitation is rarely considered as part of emergency preparedness. The Rehabilitation 2030 Call for Action highlights the need for strengthening rehabilitation planning and implementation within emergency preparedness and response. This call recognizes the profound unmet needs for rehabilitation in many countries, especially low- and middle-income countries and those particularly vulnerable to emergencies. Recent events have also demonstrated both the huge need for rehabilitation in emergency response, and the considerable work still needed to integrate rehabilitation into all hazard emergency preparedness.

The consultant will develop, pilot and implement WHO Technical Products and contribute to the strengthening of rehabilitation in the EMT initiative, including by providing country support as needed.

Deliverables:

• Objective 1: Finalizing the pilot version of the toolkit “integrating rehabilitation into emergency preparedness”.
  Outputs:
  • 1.1. Prepare facility level checklist for emergency preparedness.
  • 1.2. Prepare service level checklist for emergency preparedness.
  • 1.3. Develop full suite of accompanying tools.
  • 1.4. Provide country level guidance to at least one country to pilot the toolkit.

• Objective 2: Developing a full suite of rehabilitation patient information leaflets for use in commonly occurring emergencies.
  Outputs:
  • 2.1. Develop a suite of at least ten different patient information leaflets covering common injuries and conditions.

• Objective 3: contribute to the strengthening of rehabilitation in the EMT initiative.
  Outputs:
  • 3.1. Contribute to rehabilitation integration into EMT Standards on medevac.
  • 3.2. Contribute to rehabilitation integration into EMT Standards on Surgical Care.
  • 3.3. Complete mentorship of at least one EMT.
  • 3.4. Provide technical guidance to at least two EMT related training courses.

Qualifications, experience, skills and languages.

Educational Qualifications:

Essential:

• Advanced university degree in a rehabilitation science, such as physiotherapy, occupational therapy, speech and language therapy or any related field.

Experience

Essential:

• Over 5 years of experience in rehabilitation.
• Previous experience of emergency preparedness on a national or sub national level.
• Extensive experience of emergency response and coordination, including responses to conflict, outbreak and disaster.
• Demonstrated experience in the area of development of tools.
• Demonstrated experience writing publications on rehabilitation in emergency preparedness or response.

Desirable:

• Previous experience working with WHO or other UN agencies.
• Experience of Safe Hospital programs.

Skills/knowledge

Essential:

• Familiarity with rehabilitation networks and alliances, especially those related to emergency response and coordination.
• Advanced technical knowledge in public health and rehabilitation.
• Excellent organization and project management skills.
• Excellent skills in teamworking and collaboration.
• Excellent written and verbal communication skills.

Languages required:

Essential:

• Expert knowledge of English.

Off-site - Home based.

Travel

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B-USD 7,000 – 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
