Organizational Setting
The Regional Office for Europe and Central Asia (REU) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It oversees the network of Country Offices and the Subregional Office for Central Asia. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the region and, in collaboration with offices and divisions at headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. REU advises the Country Offices in the region on corporate priorities defined through the Strategic Framework and on the incorporation of regional priorities into the Organization's Programme of Work and Budget. REU formulates programmes, implements approved programmes, monitors the level of programme implementation in the region and draws attention to problems and deficiencies. REU develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).
The position is located in the Regional Office for Europe and Central Asia (REU) in Budapest, Hungary.
Reporting Lines
The Specialist reports to the Senior Field Programme Officer, REU.
Technical Focus
Programme development in the Region; outreach and partnership with resource partners; support to resource mobilization efforts.
Tasks and responsibilities
In particular, the incumbent will be responsible for resource partnership liaison, resource mobilization and negotiation of funding agreements with resource partners countries or entities within an assigned portfolio:
• Liaise with resource partner countries to facilitate, coordinate and enhance resource mobilization opportunities.
• Support REU and Country Offices in developing the programmes and projects in the Region,
• Facilitate and lead contacts with potential partners to explore partnership and financing opportunities,
• Support negotiations of funding agreements and project/programme proposals with governments, resource partners, international organization and private sector,
• Promote stable and continuous communication channels and dialogue with resource partners, organizing periodic multilateral consultations with and meetings with relevant resource partners,
• Organize, facilitate and participate in informal and formal meetings with resource partners.
• Promote FAO visibility among resource partners,
• Analyse intelligence, funding data and trends and prepare briefs, and maintain resource partner intelligence,
• Update and lead the implementation of the REU regional RM strategy/operational framework,
• Provide capacity development to FAO personnel in the region on resource mobilization,
• Regularly monitor and report to REU management on key results on REU resource mobilization.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in agriculture, natural resource management international development, development economics, business and administration, law or other relevant field
• Five years of relevant experience in project/ programme development and implementation and/or resource mobilization
• Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian. (for PSA it can be required only one language)

Technical/Functional Skills
• Extent and relevance of experience in conducting negotiations within bilateral partners, IFIs and multilateral organizations
• Demonstrated experience in developing productive relationships with resource partners (be they governments, foundations, private sector entities, IFIs, multilateral organizations such as EU or other UN agencies).
• Strong interpersonal skills to relate with a wide range of internal and external stakeholders
• Excellent communication skills both in writing and oral
• Russian language will be an advantage
