Organizational Setting

The post is located under the Forest and Farm Facility (FFF), FAO Forestry Division, which is a partnership between FAO, the International Institute for Environment and Development (IIED), the International Union for Conservation of Nature (IUCN), and AgriCord. The Forest and Farm Facility provides direct financial support and technical assistance to strengthen (sub)national, regional and global forest and farm producer organizations representing smallholders, rural women’s groups, local communities and indigenous peoples’ institutions. FFF supports FFPOs in assuring climate resilience and improving livelihoods. Through learning and exchange visits and links to regional and international federations, FFF also strengthens smallholder organization and capacity at national and global levels. https://www.fao.org/forest-farm-facility/en/
The purpose of this call is to provide FFF with a list of qualified candidates that may be suitable for different tasks as outlined below. The assignment can be home based, depending on the projects to facilitate, supervise, and implement within the FFF Programme, with required travel for field missions and other needs of the FFF Programme.
Reporting Lines
The consultants/subscribers will report to the FFF Manager and/or FFF Forestry Officers, and other FAO Division as required.
Technical Focus
The assignments will support the Forestry Division in the implementation of the Country Programme Facilitation, Programme and Projects Implementation, Strengthening member-based forest and farm organizations, and Natural Resources Management.
Tasks and responsibilities
• Facilitate (or assist to) the FFF programme implementation and the FFF national programme management in one of the countries (core and network) where the FFF Programme is currently implemented or under startup, in collaboration with FFF partners, Forest and Farm Producer Organizations (FFPOs), and other national and local stakeholders.
• Assist in the development of contract modalities (e.g. Letters of Agreement, Direct Beneficiary Grants, etc.) to support programme implementation.
• Facilitate (or assist to) the development and effective monitoring of in-country programme frameworks, annual work plans, and country budgets, in collaboration with FFF partners and relevant government institutions, and in consultation with FAORs and the FFF management team.
• Prepare (or assist to) monthly and annual reports for the FFF management team and national stakeholders on implementation progress, monitoring and learning experience.
• Facilitate (or assist to) the effective participation of the FFF country advisory committee and core partners in FFF activities, in coordination with country partners, the country coach and FAOR.
• Monitor (or assist to) FFF baseline studies for all implementing partners in the country.
• Plan and facilitate (or assist to) exchange visits for experience and knowledge sharing among producer associations in- and outside the county.
• Foster (or assist to) linkages, networks partnerships and synergies with ongoing national and regional programmes from FAO and other core FFF partners (IIED, IUCN, AgriCord), as well as with other partners related to Producer Organizations (POs), support to improving livelihoods of rural people, climate resilient landscape management and natural resource management with a special focus on the important role of women.
• Provide supervision and/or technical backstopping, and facilitation of basic FFF tools to partner FFPOs as required.
• Enhance resource mobilization efforts at national level in support of the FFPOs.
• Ensure that the FFF programme is implemented by partners in line with the FFF programme logical framework and in compliance with the FAO Strategic Framework and FAO regulations and standards.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in Forestry, Natural Resources, Biological and Environmental Sciences, Political Science, Economics, Management, Business Administration, Law, Social Sciences or a related field
• Minimum one year (category C) of experience for country programme facilitation and project implementation assistance
• Minimum five years (category B) of responsible professional experience – including development, management and/or evaluation of field projects relating to socio-economic forestry – for country programme facilitation and project implementation coordination
• Working knowledge (level C) of English and limited knowledge (level B) of one among French, Spanish, Arabic, Chinese, Russian; for PSA/SBS working knowledge of English is sufficient.

• Demonstrated experience and knowledge of FAO processes and procedures particularly on Letter of Agreements (LoAs), Service Contracts, and Direct Beneficiary Grants (DBGs) is considered a strong asset
• Demonstrated experience in supporting producer organizations, business development and/or private sector is an asset
• Demonstrated experience in conducting gender analyses, advocating and mainstreaming gender equality and youth involvement is an asset
• Working knowledge of other languages commonly used in countries of the region is an asset
