UNDP is the United Nations' lead agency on international development. UNDP provides expert and technical support to national partners for sustainable development of the Republic of Belarus. UNDP in Belarus activities are guided by the Country Programme Document (CPD) 2021-2025. The current Programme Document prioritizes economic development based on the principles of green and inclusive growth, digitalization, participation of vulnerable groups in socio- economic life, climate change adaptation and mitigation, gender equality.
National Strategy for Sustainable Development of the Republic of Belarus till 2035 is people-centered and puts a strong focus on digital transformation, innovations and quality education as drivers for economic growth. Transition to the digital economy calls for renewed content, structure, and organization of continuous education. There is a growing need for closer integration of the national labor market with science and the vocational education and training (VET) system.
The project will support young people to acquire new professional skills and competencies in the context of the digital transformation of the Belarusian economy. The project will help to develop or update at least 3 professional and educational standards, increase the VET managers and teaching staff capacity in the development and implementation of educational standards for manufacturing, agriculture and construction sectors. The project will increase the training potential of the pilot centers of competences and expand access to education opportunities in line with the developed and updated educational standards. The project will also contribute to the promotion of VET careers among Belarusian youth.
Under the overall guidance of the UNDP CO Programme Analyst, the Project Analyst will be responsible for the efficient implementation of the project, effective financial management and transparent utilization of project financial resources, optimal planning and oversight of expenditures, regular check of budget status as well as operational monitoring and reporting on project activities in line with UNDP policies and procedures.
Overall Project Management:
- Supervise and coordinate the project to ensure its results are in accordance with the Project Document, rules and procedures established in the UNDP’s Program and Operations Policies and Procedures, and national requirements and procedures;
- Ensure that project activities are implemented in accordance with the approved work plans and budgets;
- Assume overall responsibility for recruitment of project personnel and short-term consultants, along with procurement of goods and services performed by the project in accordance with the Project Document, approved annual work plans and UNDP rules and procedures;
- Assume overall responsibility for meeting the targets set out in the agreed annual work plans, reporting on project funds and related record keeping;
- Monitor project risks and performance indicators; keep logs of risks, issues, lessons learned, quality management, and project implementation monitoring (in accordance with UNDP procedures). Regularly inform UNDP and the Implementing Partner on the risks and issues, and actions undertaken to eliminate/reduce these risks/issues;
- Ensure finalization of all project activities and preparation of all necessary documents for proper operational closure of the project in line with the relevant UNDP, donor procedures as well as national regulations.
- Develop detailed annual work plans, to be approved by the signature of National Project Coordinator and the UNDP Resident Representative (or his/her nominee), ensure adherence thereto;
- Ensure adequate management of the project resources and monitor expenditures, commitments and balance of funds under the project budget lines. Ensure that financial delivery targets set out in the agreed annual work plans are met;
- Prepare Terms of Reference (ToR) for national and international consultants and subcontractors following relevant UNDP procedures. Guide the work of consultants and subcontractors and ensure compliance with the agreed work plan and respective ToR securing high quality of the results;
- Prepare and timely submit project progress reports, project implementation reports for the donor, as well as any other reports or updates requested by the Implementing Partner or UNDP Country Office ensuring correctness of information provided and at the required frequency;
- Secure appropriate management of project assets (both, for internal use and for subsequent transfer to national beneficiaries) attaining to the respective rules and procedures as well as national regulations;
- Organize and supervise workshops and trainings needed during the project implementation.
Staff Supervision:
- Supervise and coordinate the work of the Project Team, subcontracted individuals and legal entities;
- Guide and coordinate the work of national and international consultants and subcontractors, oversee its compliance with the agreed work plan.
Partnership Building:
- Support Programme Analyst in identifying emerging needs and formulate respective project proposals, identifying opportunities for partnerships and develop innovative offers through a process of co-creation with counterparts and partners both nationally and internationally;
- Liaise with relevant ministries, national institutes and other relevant institutions in order to involve their staff in project activities, gather and disseminate information relevant to the project;
- Ensure adequate information flow, discussions and feedback among the various stakeholders of the project;
- Coordinate project activities with other technical assistance projects and programs in the Republic of Belarus;
- Participate in communication (in the area of PR) and media activities. Coordinate distribution of project-related information. Ensure visibility of the Donor in all project outputs;
- Maintain regular contact with the UNDP Country Office and National Project Coordinator on project implementation issues of their respective competence.

- Undertake other actions related to the project as requested by the UNDP Country Office.

- Master’s degree in business administration, social sciences, economics, public administration or other related fields.
- Bachelor’s degree in combination with 2 years of experience will be given due consideration in lieu of Master's degree.
- Minimum 2 years (with Bachelor's degree) of relevant professional work experience in the field project management.
