Mission and objectives
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. UN Women Iraq Country Office (ICO) main office is based in Baghdad, and a suboffice is in Erbil. ICO aims to strengthen the UN response in addressing priorities for gender equality and women empowerment by developing and implementing innovative approaches and supporting governments and civil society organizations. ICO programming focuses on four main strategic goals, including women political participation, humanitarian action, economic empowerment, and Women, Peace, and Security (WPS). UN Women ICO is adopting an innovative approach to implementing its projects and activities aligned with the global action plan and parallel with its strategic notes.
Context
• As an active UN women team member, efficient, timely, responsive, client-friendly and high-quality support rendered to Un Women and its beneficiaries in the accomplishment of her/his functions, including: • Lead and roll out the UN women projects’ work plan and deliverables. • Communications and advocacy activities to transform gender norms across UN agencies and to sensitize the media and governments and NGOs on the need for women in public life. • Coordinate and support the High Council of Women and Development work plan. • Liaise with stakeholders that extend to civil society to mainstream women empowerment and gender equality. • Regularly report the programme activities undertaken, highlighting outcomes, recommendations, and lessons learned. • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
Task description
Within the delegated authority and under the supervision of Programme Management Specialist or his/her designated mandated representative(s), the UN Volunteer Programme Officer will: 1. Programme Planning, Results Based Reporting, Monitoring and Evaluation. • Report to and provide support from senior management that includes activities that have been or will be implemented. • Generate new ideas and practical suggestions to promote the constructive implementation of UNWOMEN annual plan that is extended to include IPs plans. • Establish instruments and mechanisms for monitoring and evaluation of projects and programmes, including gender-impact analysis methodologies. Report regularly UNWOMEN activities with regard to monitoring and implementing of UNWOMEN partners activities. • Develop and share best practices in ensuring gender equality goals in programme development and project implementation. • Develop and contribute to UNWOMEN reports as necessary and required e.g. Report on the Implementation of SCR 1325, Annual Secretary General’s Report on Conflict-Related Sexual Violence etc. • Collect and disseminate information and reports on gender issues and overall situation that affects women and girls in Iraq/Kurdistan. Encourage the accumulation and use of gender and sex-disaggregated data, statistics and indicators in reporting. 2- Represent UN Women and ensure that the gender equality women empowerment agenda is implemented. • Participate regularly in meetings and represent UNWOMEN as required. Provide guidance on gender issues especially in the follow up meetings, workshops, conferences and technical discussion. • Ensure that public information activities and materials are gender sensitive and ensure that a gender perspective is integrated into all training programmes. • Overall responsibility and accountability for UNWOMEN intervention with senior managers who should develop the necessary commitment and competencies for policy-making which officer points can draw on for operational guidance. 3- Provide coordination with other entities and Technical Support on programming. • Collaborate and provide input in developing analytical papers, position papers on relevant thematic areas of UNWOMEN concerns. • The work of the programme officer should be valued and reflected in the annual performance appraisal system. • Acting proactively and initiate effective communication, advice and support from gender perspective in the UN system e.g. UNDP, UNFPA, UNICEF and UNAMI. This also has a bearing on the quality of participation on the programme officer within the UN system, how much valuable contribution is made and to what extent are they able to influence positively the UNWOMEN mandate. • Provide technical support to the programme team on inter-agency coordination related activities by providing inputs to background reports and briefs. 4- Contribute to building partnerships and resource mobilization strategies • Provide inputs to resource mobilization strategies; analyze and maintain information and databases; • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles. 5- Provide inputs to advocacy, knowledge building and communication efforts • Provide technical inputs to background documents, briefs and presentations; • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products; • Provide inputs to the development of knowledge management products. Performs other official duties and tasks which may be requested by the Programme Management Specialist and office management.
