Mission and objectives

Concerned with the security, humanitarian, human rights and political crisis in the Central African Republic and its regional implications, the Security Council authorized in April 2014 the deployment of a multidimensional United Nations peacekeeping operation, MINUSCA, with the protection of civilians as its utmost priority. Its other initial tasks included support for the transition process; facilitating humanitarian assistance; promotion and protection of human rights; support for justice and the rule of law; and disarmament, demobilization, reintegration and repatriation processes. The newly established mission subsumed the UN Integrated Peace building Office in the Central African Republic (BINUCA). MINUSCA current uniformed personnel levels stand at 11,650 military personnel and 2,080 police personnel, and are tasked with the strategic objective of creating the political, security and institutional conditions conducive to sustainably reducing the presence of — and threat posed by — armed groups. Context

Assignment is renewable on an annual basis (1 July - 30 June) up to a maximum of 4 years. There is no expectation of automatic renewal. Contract renewals are granted based on Mission mandate, availability of budget, operational necessity and satisfactory performance. Duty station can change in the course of an assignment based on operational necessity; UN Volunteers may be required to work and travel anywhere in the area of operations of the host organization, including in remote locations.

Task description

Under the direct supervision of the Camp Management Coordinator, the UN Volunteer Camp Manager will be responsible for the following duties: - Oversee the day-to-day operations and activities in all MINUSCA Camps. - Assign tasks and responsibilities to camp Management assistants, based on their skills and experience. - Oversee maintenance activities in the United Nations facilities (i.e., Ground Maintenance, Accommodation, Sanitation, Catering, Vector Services, Cleaning and Garbage Collection etc.) - Ensure that the MINUSCA premises and accommodation are well maintained, cleaned, provided with drinking water. - Coordinate with Engineering Section to do the necessary maintenance work. - Liaise with Camp Management Operations Managers to ensure timely provision of furniture for both office and residential accommodation, as applicable. - Provide transit and permanent accommodations for MINUSCA personnel if available. - Coordinate with Security to ensure that investigation reports are prepared for any type of incident which would require an investigation and transmit local claims to MINUSCA HQ/FMU. - Prepare and transmit daily and monthly occupancy report for all Transit Accommodation Facilities (TAF) to the Camp Management Coordinator (CMC), Chief Human Resources Officer (CHRO) and Chief Finance and Budget Officer (CFBO). - Ensure that all movements of UNOE in MINUSCA Transit Accommodation Facilities are recorded and the resultant list is transmitted to the appropriate Head of Unit. - Track offices and accommodations’ keys and provide duplication of keys when approved by authorized officials. - Collaborate with other camp managers and staff members to ensure that all aspects of the camp operations are running smoothly and effectively. - Participate in the performance evaluation of camp services Contractors to facilitate timely submission of resultant reports to Procurement Section. - Ensure that all signed forms for check-ins at and check-outs from MINUSCA Transit Accommodation Facilities, cash receipt vouchers for non-UN and UN agencies staff, as well as all periodical occupancy reports are safeguarded for future reference and audits. - Prepare Mission conference rooms for meetings booked for MINUSCA personnel and other delegations.
