With its portfolio in Iraq, Malteser International is linking relief, rehabilitation and development and is implementing programs focussing mainly on Health, Protection and Livelihood. Malteser International currently employs around 20 staff members in three locations  with its main office in Erbil and 2 sub-offices in Talafar and Baghdad. Malteser International plans for further growth in the region and is extending its portfolio in terms of geographical reach, sectoral programs and partners.

For its work in Erbil, Iraq, Malteser International is looking for a motivated MEAL Officer – National Position.

The MEAL Officer will lead on overseeing the development, implementation and adaptations to Monitoring, Evaluation, Accountability and Learning tools, plans and approaches for MI projects and programs. Collect project specific relevant M&E data and support the analysis of achievements and lessons learnt. And will be the MEAL focal point for MI partners.

Your responsibilities:

  • In cooperation with the Program Coordinator (PC) and relevant Project Coordinator, develop project monitoring and evaluation plans, based on the donor contract and approved project proposal (narrative, log frame)
  • Provide technical support and advice to MI staff and partners for the development of their respective M&E plans, needs assessments and baseline studies in the beginning of the program, and for mid-term evaluations and end-of-program evaluations
  • Design monitoring tools to meet the specific needs of different project components and activities, including Household Surveys, Baseline Assessments, and Post-Distribution Monitoring 
  • Oversee and/or undertake M&E activities (such as monthly data collection, assessments, surveys and evaluations) with particular focus on quality, quantity, documentation, timelines of implementation and for the final evaluation on results and impacts
  • Monitor the implementation of MI and partner M&E activities regarding adherence to timelines, accuracy and quality of data collection, including document based and field-based monitoring to backstop quality project implementation and reporting
  • Plan and coordinate lessons learnt processes, internal program evaluations and provide support to external evaluations
  • Assist to produce donor and progress reports and ensure quantitative and qualitative data support one another

Your profile:

  • University degree or equivalent experience required, preferably in a related field (Social Sciences, or Development Studies)
  • Minimum 3 years of working experience in international NGOs. Experience with programs in health, protection or livelihood related projects an added value
  • Advanced knowledge in MS Excel/Word/PowerPoint. Good working knowledge in M&E software f.e Power BI
  • A strong team oriented approach with excellent interpersonal and diplomatic skills
  • A high level of physical and mental resilience
  • Excellent written and spoken English; knowledge of Turkmen, Kurdish and/or Arabic would be an asset
