Functional Responsibilities
Under the direct supervision of the Project Manager, the biomedical Engineer will perform tasks that are relevant to part or all of the following list of duties and responsibilities ensuring their effectiveness, transparency and integrity:

Liaise with the project team in preparing assessment and technical studies for developing, rehabilitating and equipping health care facilities in accordance with the pertinent international standards and codes.

Assist the project team and the procurement team in the preparation of schedules of requirements, operational and functional guarantees, installation, spare parts, warranty requirements, evaluation criteria and documents to be submitted by the bidders; and evaluation of proposals received.Review submittals of the relevant technical material and Shop Drawings submitted by suppliers, consultants and contractors.

Assist in the supervision of delivery, testing, commissioning and handing over of goods and works to the beneficiary and training activities by the Suppliers/Contractors.
Technical tasks:
-
Participate in conducting site visits and surveys to the assigned health facilities and hospitals, to perform detailed medical needs assessments (provision of equipment, systems and supplies, departments and sections planning and classifications, etc..).

Prepare detailed specifications for the medical equipment, systems and supplies meeting the needs and requirements of the beneficiary, in accordance with the pertinent international standards and codes, and respecting sustainable procurement principles and practices.

Perform preliminary examination and inspection of defective medical equipment and devices, and identify maintenance/ or replacement requirements.

Prepare schedules, specifications, and bills of quantities pertaining to medical equipment, devices, systems, tools, supplies, furniture, spare parts, etc. needed for existing or new hospitals/health care facilities.

Assist in the preparation of medical planning drawings/layouts and review the same if prepared by others (Suppliers, Consultants, Contractors, etc.).

Prepare accurate cost estimates of medical equipment, devices, systems, tools, supplies, furniture, etc..

Supervise and follow up the services, activities and works of the Consultants, Suppliers and Contractors, including submittals and drawings/layouts review, site inspections, installations, testing, and commissioning, ensuring timely delivery and compliance with the set specifications and requirements.
Administrative tasks:

Assist in planning and scheduling pertaining to medical consultancy services, supply of goods and works.

Assist in documenting pertinent work activities (keeping files, taking photos, notes, measurement sheets, etc.).
Stakeholder Management

Contribute to the establishment of professional relationships with the project stakeholders (beneficiaries, consultants, suppliers, contractors, etc.).

Provide support in keeping the stakeholders aware of project activities, progress, exceptions, etc.

Participate in pertinent meetings as might be requested by the Project Manager and/or the Head of Programme.
Monitoring and Progress Controls

Assist in the preparation of monthly progress reports based on the established schedules and plans, encountered problems, solutions, activities planning, etc.

Assist in maintaining accurate documentation as identified in responsibilities above.
Education/Experience/Language requirements
-
Bachelor's Degree in Biomedical, Electrical, or Electronic Engineering or other related Engineering field is required.

License/Board Certification in Biomedical Engineering is desirable.

Advanced Degree (Master’s) in the abovementioned field is considered an asset.

At least 2 years of experience in preparing technical specifications, installation, testing and commissioning of biomedical equipment including procurement and selection is required.

At least 1 year of working experience in preparing needs assessments and design for hospitals and health centers is required.

Knowledge in site preparation for heavy medical equipment such as computed tomography (CT) scan and magnetic resonance imaging (MRI) is required.

Excellent skills in drafting using Autocad is desired.

Experience working in an international organization and/or UN Agencies is an asset.

High proficiency with computers, and other software/ platforms related to the position's field of expertise is desired.

Good experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is desired.
