This position is located in the Programme Office in Guinea Conakry (POGIN) Regional Office for West and Central Africa (ROSEN), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Conakry, Guinea Conakry. The National Programme Officer will report to the Senior Law Enforcement Officer based in Abidjan and the Regional Representative. 
 
Applies knowledge with respect to issues related to the fight against drug trafficking and transnational as well as human resource management to activities of the Country Programme Office. Adheres to applicable UN guidelines, policies and procedures while undertaking these duties, with an impact on the overall Country Programme Office efficiency in human resources management.  Accurate, timely and appropriate delivery of services to ensure client satisfaction and high staff morale. Assist in enhancing the credibility of UNODC as an effective and efficient technical assistance provider in the area of fight against drug trafficking, transnational organised crime and conflict prevention. 
 
Duties and Responsibilities
 
Within assigned authority, the incumbent will be responsible for the following duties:
  • Provide day-to-day technical and logistical support for the implementation of relevant activities foreseen under the project on management of peaceful demonstrations in accordance with international human rights standards as well as those related to other UNODC initiatives in the country.
  • Maintain regular contact with national partners to support programme implementation, expansion and fundraising.
  • Ensure consideration of UN Human Rights Due Diligence in UNODC capacity building initiatives. 
  • Attend relevant meetings of the UN country team and other partners and support the implementation of action points that concern UNODC.
  • As member of a team, ensure the coherence and quality of the project components in its implementation.
  • Assist in the development, in consultation with the partners involved in the implementation of the project, of an Annual Work Plan (AWP), as well as detailed quarterly and monthly work plans.
  • Contribute to consolidating programme activity reports as outlined in the project documents.
  • Provide assistance in monitoring and controlling the disbursement of funds made available for the implementation of field programmes and activities.

Required Skills and Experience

 
Education:

A first-level master’s degree or equivalent in in law, management, human and social sciences, international development, political science or related field is required.

Experience:
  • A minimum of two (2) years of professional experience in law enforcement is required;
  • Work experience in programme management and results-based approach is desirable;
  • Experience in project monitoring and evaluation is desirable;
  • Experience in conducting consultations with government and donors is desirable;
  • Experience in data analytics or related area is desirable;
  • UN working experience or ONG is desirable.
