About the Position

Dexis Consulting Group is seeking a qualified Chief of Party to lead USAID’s Center for the Environment, Energy, and Infrastructure (EEI/NE) upcoming Improving Design, Evidence, and Learning (IDEAL) contract. The five-year project seeks to support missions in program cycle activities, including design and monitoring, evaluation and learning activities, and advance the uptake and use of adaptive management and evidence-based programming in environment and integrated programs (using biodiversity, sustainable landscapes, or other funding). This contract is the primary vehicle through which EEI/NE will provide program cycle support to USAID’s field Missions via buy-ins.

The Chief of Party (COP) will be responsible for providing strategic vision, technical leadership, and administrative oversight of the program and ensuring compliance and project quality. The COP will serve as the principal institutional liaison to USAID Missions and will be the main point of contact between stakeholders and the project. This position is full-time. The preferred location for this position is in the Washington, DC area. The position is contingent upon award and for the duration of five years with a possible extension. The COP Provide strategic managerial and technical leadership for the program to ensure quality and timely delivery of all activities and deliverables.

Responsibilities

  • Serve as the primary liaison with USAID COR and Contracting Officer and serve as the principal leadership and point of contact for the project.
  • Support EEI in implementing the Program Cycle as the Agency’s business model for evidence-based program design, implementation, learning, and adapting. This may include providing thought leadership on, and support for, the testing of innovative techniques related to the Program Cycle.
  • Build capacity in and across each component of the Program Cycle to strengthen Agency technical expertise, including through training.
  • Ensure that all project staff, personnel, and subcontractors understand their roles and responsibilities and comply with USAID and Dexis policies and procedures.
  • Monitor, evaluate, and strategically learn from activities implemented under this mechanism and ensure best practices are documented.
  • Promote and coordinate sharing of examples of Program Cycle implementation from the field and Washington operating units and, as appropriate, synthesize them to facilitate peer-to-peer learning.
  • Facilitate communications across operating units and support knowledge management.

Qualifications

  • Minimum of 10 years of progressively increasing responsibility in managing large comprehensive contracts of similar nature (experience working with issues related to planning, design, and performance management of large international development assistance programs), size and complexity, with a preference for USAID-funded buy-in projects.
  • Master’s degree required; preferred in relevant subject areas such as Program Evaluation, Environmental Science, International Development or Public Policy.
  • Knowledge of and experience with programs related to biodiversity, conservation, sustainable landscapes, nature-based solutions, and climate adaptation & mitigation.
  • Demonstrated experience in program cycle activities (design and monitoring, evaluation and learning (MEL) activities) and advancing the uptake and use of adaptive management and evidence-based programming in environment and integrated programs.
  • Ability to work and coordinate effectively with a wide variety of stakeholders including USAID Washington, senior Mission personnel, embassy officials and other local in-country stakeholders.
  • Strong project management, leadership, strategic planning, and organizational development skills.
  • Strong oral and written communication, analytical, interpersonal, and team management skills.
  • Fluency in English is required.
