2023-06-12May 20, 2023The consultant will be home-based and will have to undertake at least 3 missions to Luxembourg to meet with stakeholders and visit reception centers.

Education (level and area of required and/or preferred education)

The consultant should have an advanced university degree in a related field (international human rights/humanitarian law, child protection, political science, or related field), preferably with specialization in refugee protection/children’s rights.
Proficiency in both written and spoken French and English is essential. Knowledge of Luxembourgish/German will be considered an asset.

Work experience

Minimum six years of experience in the field of asylum and refugee and in one of the areas relevant for the work required, such as reception monitoring, working with UASC or with asylum seekers, experience in conducting participatory assessments.
Experience in the field of child protection and knowledge of the Luxembourg child protection system are essential
Experience in the field of international refugee law is an asset
Work experience with UNHCR is an asset

Overall purpose of the consultancy:

The purpose of this consultancy is for UNHCR to assess progress made in Luxembourg by key stakeholders following the publication of the above-mentioned 2019 report and its recommendations, and its impact on the situation of UASC.

Under the guidance of the Legal Officer heading the BeLux Unit within the Representation for EU Affairs and the supervision of the Protection Associate for Luxembourg, the consultant will identify and assess for each of the 5 categories of recommendations previously highlighted (reception system, access to rights, international protection application, age determination and transition to majority), the key changes since 2019 and where relevant highlight best practices and draft/update UNHCR recommendations.

The following activities are planned:

- Desk research on updates since 2019 to the legal and factual situation with respect to reception conditions of UASC in Luxembourg;
- Organisation of meetings with relevant stakeholders from ministries, civil society, lawyers, child protection organisations, judiciary, academics, international organisations;
- Organisation of visits to reception centres hosting UASC: Interviews with staff responsible of the reception centres, with preparation of questionnaires
- Individual participatory assessments or focus group discussions with UASC in reception centres, with preparation of questionnaires
- Child protection assessment of reception facilities
- Organisation of debriefing meetings with stakeholders
