Mission and objectives

UNDP’s Tokyo Office has provided crucial support to UNDP projects for sustainable human development. This support is achieved through donor relationships and the provision of liaison service for UNDP Headquarters and Country Offices and is supported by communications and advocacy activities for Japanese constituencies and the general public.

Context

With the extensive network of Country Offices, expertise in key development areas such as Poverty Eradication and Inclusive Growth, Good Governance, Environment and Climate Change, Crisis Prevention and Recovery, and Gender, as well as the integrator role for UN development assistance, UNDP has been partnering with Japan to support and enhance the Tokyo International Conference on African Development (TICAD), initiated in 1993, as one of the key forum for the advancement of dialogue and collaboration on African development. UNDP, as one of the co-organizers of TICAD along with Japan, UN-Office of Special Adviser on Africa (OSAA), the World Bank and African Union Commission (AUC), has hosted a Special Unit for TICAD, which has been progressively integrated into the UNDP Regional Bureau of Africa (RBA) with a view to enhancing integrated UNDP support for the TICAD process. Since the first TICAD welcomed 1,000 participants in Tokyo in 1993, TICAD has steadily grown into a major global platform for African development. TICAD VI was the first TICAD summit held in Africa (Nairobi, Kenya), brought together 11,000 high level participants, the largest ever recorded. Since then, two follow-up Ministerial meetings were held respectively in Maputo, Mozambique in August 2017 and in Tokyo, Japan in October 2018. Most recently, TICAD 8 has been successfully held on 27 and 28 August 2022. It welcomed Japan and African countries (48 African countries including 20 heads of state and government) and was successfully conducted in-person with the adoption of the Tunis Declaration demonstrating the value of multilateralism in the context of multiple global threats to the achievement of SDGs on the African continent including COVID-19, the war in Ukraine and climate change, and how UNDP can contribute to the process of engaging a wide range of partners across Africa and Japan. The TICAD Unit located within the Regional Bureau for Africa (RBA) is tasked with the follow-up of the TICAD 8 along with the TICAD Co-organizers. The anticipated landmark events are: the 30th anniversary of TICAD in 2023, the TICAD Ministerial Meeting in 2024, and TICAD 9 announced to be held in Japan in 2025. Building upon TICAD 8 key achievements, TICAD Unit aims to intensify stakeholder outreach and engagement to advocate for fostering public-private partnerships and mobilizing resources for Africa to accelerate sustain-able growth. In this regard, capitalizing on the anticipated occasion of the RBA’s Director’s visit in Japan, UNDP, as one of the co-organizers, is expected to play a central role to build momentum by closely working with key public and private partners from Japan and Africa. As a liaison to these stakeholders in Japan, the TICAD Partnership Specialist has been outposted to the Representation Office in Tokyo. The UN Volunteer will be stationed at the Representation Office in Tokyo and undertake the following tasks under the direct supervision of the TICAD Partnership Specialist.

Task description

Within the delegated authority and under the supervision of TICAD Partnership Specialist or his/her designated mandated representative(s), the UNV Coordination Officer will: Logistic Arrangement  Support confirming appointments with the key stakeholders  Support logistic arrangement for the ASG/RBA Director mission including transport, accommodation, meeting venues, and other necessary items  Support logistic arrangement for the outreach events including venue, interpretation, guest rooms, working meals, and other necessary items Briefing/Reporting support  Support compilation and printing of briefing packages for the ASG/RBA Director  Support draft of mission report for the ASG/RBA Director Communication Support  Support compilation and printing of communication/visibility materials including handouts/banners/brochures  Support drafting of communication products targeting Japanese media and audience including the release and social media  Perform any other tasks assigned by the Office in consultation with the supervisor. Furthermore, UN Volunteers are required to:  Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);  Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;  Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;  Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;  Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;  Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
