Access to Finance Experts, Albania

ACDI/VOCA is seeking Access to Finance Experts for an anticipated economic growth program. The activity will attempt to catalyze the establishment of a competitive food value chain around appropriate high-value, processed food sub-sectors; demonstrate/consolidate an effective model for producing and delivering high-value, high-quality food products, increase domestic production/consumption of Albania brand products; and connect Albania’s food industry with tourism, regional markets, and beyond. The program is anticipated to start in 2023. This position will be based in Albania.

Responsibilities

• Serve as a conduit of information on financing opportunities in support of SMEs and link participants to existing programs designed to facilitate access to finance for SMEs
• Develop financing strategies that have well-articulated growth strategies for which they need financing
• Facilitate investments and identify obstacles to accessing finance that is encountered by various actors that are working along the targeted value chains (producers, processors, and buyers)
• In collaboration with government entities, organize roundtable discussions on extending access to finance to farmers, producers and processors
• Coordinate activities that provide training and direct technical assistance to producers, traders, processors, and suppliers on the development of business plans, making credit applications, and keeping appropriate business records needed to support credit applications
• Participate in the collection of data regarding indicators focusing on access to finance
• Collaborate with the program team to identify activities related to improving access to finance and assist in developing Annual Work Plans

Qualifications

• Bachelor’s degree in finance, economics, business studies, development studies, or a relevant field is required; master’s degree is desired.
• Minimum 7 years of experience in finance, banking, agribusiness or a related field.
• Experience in designing and implementing access to finance programs for MSMEs.
• Knowledge of and experience with USAID and/or other international Donor programs’ rules and regulations.
• Experience working in the Balkans preferred.
• Fluency in English required.
