BACKGROUND TO THE ASSIGNMENT:

The International Medical Corps US (IMC) is anticipating the release of a 5-year Cooperative Agreement titled the “Global Emergency Response and Recovery Partner Engagement: Expanding Efforts and Strategies to Improve Rapid Response to Public Health Emergencies Globally Phase II”​ by the CDC, with up to ten grants that may be awarded.

This NOFO will support the implementation of programs and activities targeted at increasing the capacity of public health emergency partners to rapidly respond to support populations affected by humanitarian emergencies and conflict settings. Its purpose is to improve the ability to detect and respond to threats early and develop long-term, sustainable programs to rebuild resilience during and after an emergency. Providing a portfolio of partners that can work anywhere in the world. CDC will fund partners to respond to emergencies that require federal support to effectively respond to, manage, and address identified public health threats.​

This TOR solicits interest from suitable candidates for a consultancy role for the Principal Investigator position for this project.

This position is subject to IMC being awarded the grant.

PURPOSE OF THE ASSIGNMENT:

The successful candidate will be the International Medical Corps Principal Investigator Consultant for the anticipated Global Emergency Response and Recovery Partner Engagement: Expanding Efforts and Strategies to Improve Rapid Response to Public Health Emergencies Globally project funded by the U.S. Centers for Disease Control and Prevention’s (CDC).

This anticipated Cooperative Agreement is the following phase to the first 5-year project under CDC’s initiative and supports the implementation of programs and activities targeted at increasing the capacity of public health emergency partners to rapidly respond to support populations affected by humanitarian emergencies and conflict settings.

Main Tasks and Responsibilities:

Project Management

  • Lead with support of Emergency Response Unit the overall technical strategy, management, and operations for the project, , and ensuring the integrity of the project’s timely implementation.
  • Lead technical and operational planning and strategic communications for the project.
  • Provide technical leadership and assistance to consortium partners and technical team members as needed and guided by project’s interventions; work in close collaboration with the ERU Director to ensure teams have the technical support they require.
  • Ensure the project’s technical strategy, approach, and contextualized interventions at various levels of the project are harmonized across all program components, congruent to the global best practices, and aligned with the latest evidence.
  • Lead the coordination and collaboration of all technical referents across all project partners; ensure capacity strengthening interventions are supported by the necessary technical subject matter experts.
  • Lead collaboration and coordination across project teams to ensure results-oriented directions, targets, deliverables, internal control standards, and measurement plans are technically sound, adhered to, and aligned with project requirements.
  • Provide technical direction for the development and adherence to a monitoring and evaluation plan for the successive phases of the project to capture expected performance and results.
  • Lead regular reviews of deliverables, project practices, tools and achievements against programmatic targets and quality standards; integrate learning and adaptation for continuous performance improvement informed by an effective use of data.
  • Lead the effective implementation of and adherence to all International Medical Corps’ policies and donor’s requirements across the project’s interventions.
  • Work closely with finance and Management team to ensure that contract, finance, and grants administration functions are in full compliance and are well supported with effective systems and procedures; including for the management of any sub-awards to consortium partners.
  • Work closely with finance and project team to ensure timely budget pipeline development and monitoring, and conduct monthly reviews to ensure accountability, accuracy, and timely reporting of all project activities and financial deliverables.
  • Provide leadership for the development of projects under the Cooperative Agreement that respond to CDC’s interests and needs; including leading all research initiatives that may fall under project components.
  • Provide guidance and technical support to Country Program teams involved in new and ongoing project components.

Senior Coordination and Representation

  • Be the focal point for the management of key relationships with all levels of relevant stakeholders (global and regional partnerships, host-country governments, and donor), as well as required by the aims of the project.
  • Represent the project within International Medical Corps' global portfolio; facilitate and ensure internal cross-departmental support consistently meets the needs of the project and its team; cultivate and maintain positive working relationships with relevant International Medical Corps’ staff across relevant departments such as International Programs, Technical Unit, Grants and Contracts Managements, Global Communications, and more.
  • Coordinate with the Emergency Response Unit, Regional International Programs, and Country-level Senior Management Team (SMT) to report out project deliverables and improve quality of implementation; ensure the project is well connected with and integrated into the broader mission’s strategic plans.
  • Ensure projects proposal is developed and awarded under the Cooperative Agreement are properly supported by a technically sound staffing strategy.
  • Work with respective departments to ensure that the project technical team is trained and understand their roles and responsibilities, and able to implement the project agreed deliverables

Security and Conduct:

  • Ensure projects implemented under the Cooperative Agreement appropriately follow global and country-specific security protocols and procedures, including implementation strategies and risk mitigation approaches that align with IMC’s safety and security plans.
  • Contribute to the positive image and overall credibility of the project and organization, notably through adherence to the Code of Conduct and Ethics, including compliance with anti-harassment, safeguarding and PSEA policies
