The island of Tuvalu, located in the South Pacific, is the fourth smallest nation in the world with a population of about 10,000. Due to its geographical remoteness and relatively limited size of the economy, it is one of the least developed countries. It is also one of the most vulnerable countries in the world to the impact of climate change induced sea-level rise and intensifying storm events. Recent cyclones have already shown large scale population displacement, loss and damage of agriculture and infrastructure, contamination of water supplies, coastal erosion and scouring, impacting long term sustainable development of the country. 
 
The Tuvalu Coastal Adaptation Project (TCAP), financed by the Green Climate Fund (GCF), was approved in June 2016 and the project implementation commenced in September 2017. The objective of the project is to enhance coastal resilience in Tuvalu by implementing a robust strategy of coastal measures in three of the country’s nine islands and by building institutional and community-level capacities to prepare for the impact of increasingly intensive wave actions in the country. 
 
With GCF financing, the project is expected to: 
 
reduce the vulnerability of three islands of Tuvalu – Funafuti, Nanumea and Nanumaga – to coastal inundation and erosion, build the capacity at all levels for continuous coastal monitoring, assessments and designing and implementing lowcost coastal protection measures that harness ecosystem functions make significant contributions towards strengthening the island-level community capacities in development planning, budgeting and execution, with a view that island communities will start investing their own resources for resilience building in a proactive manner.
 
This GCF project will be executed by UNDP, in close partnership with the Government of Tuvalu, given its extensive experience in implementing climate change adaptation projects globally. The project implementation will be led by a team based in Tuvalu and Suva, Fiji.
 
Duties and Responsibilities
  • The Communications Associate will report to the National Project Manager and International Project Coordinator. 
  • The Communications Associate will work in close collaboration with the PMU, Consultants, Operations and Communications team at the Multi Country Office in Fiji, national stakeholders, as well the Government of Tuvalu, technical partners, UN entities, and other UNDP units and programmes.

Under the guidance and direct supervision of the Project Manager (PM), the Communication Associate will be responsible for internal and external communications for the project including periodic updates and dissemination of results achieved, synthesis and analysis of lessons learned and production of various communication materials such as videos, photo series, blog articles etc.

Summary of functions:

  • Design and implementation of internal and external communications strategy and outreach.
  • Undertake systematic capacity development of project team and the Government of Tuvalu.
  • Work closely with UNDP Country Office Programme staff and regional communications colleagues located in Bangkok to ensure effective communication of the project activities to the relevant parties. 
  • Promotes knowledge building and knowledge sharing in the relevant area.

Design and implementation of internal and external communication strategy and outreach:

  • Preparation of a Project Communication Strategy which maps communications objectives, target audiences, key messages, and tactics and includes the types and number of internal and external communication outreach in the first 24 months of the project implementation.

At minimum, the Strategy should require the following Communication tools and activities: 

  • Maintenance of a dedicated project website.
  • Regular project updates (at least once a week), to social media accounts (Facebook, Twitter, Instagram, etc).
  • Periodic project progress updates (at least once a quarter) for key stakeholders in English and Tuvaluan (paper and electronic-base), in a newsletter or other format.
  • Completion of a video product that captures the scenario before the project intervention.
  • External outreach to local and regional media (as well as coordination with Bangkok Regional Hub for global coverage).
  • Event-based outreach such as side events at COP and other high level regional or global forums, meetings and events.
  • Communications with local communities (online and offline) to ensure they are aware of the project and its progress, and that there is a mechanism for feedback.
  • Provide inputs to the Annual Work Planning process to ensure that sufficient resources are secured to carry out activities to implement the Communication Strategy; 
  • Assist the Procurement Associate in procuring necessary human resource or material inputs for implementing the Communication Strategy; 
  • Establish a database of all internal and external communication materials with a corresponding file management system; 
  • Make necessary arrangements, as needed, for national and foreign media visits to the country in close collaboration with the Government of Tuvalu and global UNDP communications colleagues (where relevant); 
  • Act as the media focal person for the project. 
  • Produce a quarterly communications report on media coverage, online metrics (website and social media) and other. 
  • Capture high-quality photos and videos showing impacts of climate change on Tuvalu’s coasts and communities, and documenting the progress of the project.

Undertake systematic capacity development of project team and the Government of Tuvalu:

  • Analysis of ongoing practices within the Government, especially within the Climate Change Policy and Disaster Coordination Unit, for disseminating information on Government initiatives on climate change; 
  • Identify and conduct necessary capacity development activities targeting the Government and PMU staff (may include areas such as effective use of social media; storytelling and writing skills; basic photography or other).

Work closely with UNDP Country Office, Regional Hub in Bangkok and the Headquarters in New York to ensure effective communication of the project activities to the relevant parties:

  • Ensure that the Project Communication Strategy and its implementation is aligned with the CO communication strategy and plan and GoT communication strategy; 
  • Ensure that all print, digital and audio publications and communication materials are in alignment with UNDP publication guideline and that of GCF (including logo placement and donor acknowledgement across products); 
  • Produce a range of communications products – including web and social media updates, videos, photos, human interest stories, news articles and printed materials for communities – to ensure maximum exposure of the Tuvalu Coastal Adaptation Project (TCAP), GoT, UNDP and, particularly, UNDP Pacific Office in Fiji; 
  • Coordination and management of CO publication activities (including for, such as content management, norms for publishing, design, etc.
  • Produce communication materials that demonstrate the contributions of the project towards key development goals such as the Sustainable Development Goals, Tuvalu’s Intended Nationally Determined Contributions (INDC), National Adaptation Programme of Action (NAPA), National Adaptation Plan (NAP), etc; 
  • Provide information about the project progress to UNDP Senior Management as needed.

Required Skills and Experience
 
Education:
  • Completed Secondary Education is required, or first-level university degree in media studies, social science, political science, international relations or a related field will be given due consideration, but not a requirement.
Experience:
  • Minimum 7 years’ (Secondary) or 4 years (University Degree) experience at the national, regional or international level in public relations, communications or advocacy related to development and/or climate change.
  • Applicants with more than 3 years of relevant experience at the national, regional or international level in public relations, communications or advocacy related to development and/or climate change will have an added advantage. 
  • Proven experience in writing internationally about results from development – evidence of 3 published articles.
  • Previous experience with a multilateral or international organization is helpful but not mandatory.
  • Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems. 
  • Solid experience in report writing, editing, drafting, photography and video materials production will be considered as a strong asset.
  • Working experience with UNDP, other UN agency, international organizations/projects in communication field will be considered as a strong asset.

Required Language(s):

  • Proficiency in spoken and written English and Tuvaluan.
