Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
This position will support the work of the FAO’s Green Climate Fund (GCF) readiness project „Strategic Readiness to support the Updated NDC and its Climate Action for Georgia: Transforming Agriculture Sector through Low-Emissions and Climate-Resilient Pathways“.
Reporting Lines
The International Agriculture Specialist shall operate under the overall guidance and responsibility of the FAOR and the direct supervision of the Assistant FAO Representative for Georgia (FEGEO) and technical guidance of the Lead Technical Officer (LTO) in the FAO Regional Office for Europe and Central Asia (REU) as well as in coordination with National Project Coordinator (NPC).
Technical Focus
Provide technical expertise for the appropriate planning, development and implementation of the FAO project and timely delivery of the project outputs.
Tasks and responsibilities
Conduct agriculture sector and sub-sector assessments for tracking efficient, scalable climate-resilient practices in priority sub-sectors including recommendations for private sector investment, in complementarity with the Technologies Needs Assessment (TNA) Report.
• Conduct research and analysis to identify priority sub-sectors for agriculture sector assessment.
• Design and implement assessment methodologies for agriculture sector and sub-sector assessments.
• Analyze and interpret data to identify efficient, scalable climate-resilient practices in priority sub-sectors.
• Develop recommendations for private sector investment in priority sub-sectors.
• Ensure complementarity with the Technologies Needs Assessment (TNA) Report.
Develop agriculture sector roadmap including clear policy recommendations and climate financing strategy based on the Updated NDC and 2030 CC Strategy of Georgia. This activity includes 2 national consultations in Tbilisi for 30 persons each.
• Conduct research and analysis to identify policy recommendations and climate financing strategy based on the Updated NDC and 2030 CC Strategy of Georgia
• Develop agriculture sector roadmap based on policy recommendations and climate financing strategy.
• Organize and facilitate 2 national consultations in Tbilisi for 30 persons each to gather input and feedback on agriculture sector roadmap.
• Incorporate feedback from consultations into agriculture sector roadmap.
Develop agriculture sub-sector development and investment action plans based on activities outlined in the proposal. This activity includes one national validation session for 30 persons in Tbilisi. The number of sub-sector action plans will be identified during the implementation.
• Identify priority sub-sectors for agriculture sub-sector development and investment action plans based on activity 2.2.1a
• Conduct research and analysis to identify development and investment opportunities in priority sub-sectors.
• Develop agriculture sub-sector development and investment action plans based on research and analysis.
• Organize and facilitate one national validation session for 30 persons in Tbilisi to gather input and feedback on agriculture sub-sector development and investment action plans.
• Incorporate feedback from validation session into agriculture sub-sector development and investment action plans.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in Agriculture sciences, natural resources, or a related field.
• At least 5 years of experience in development of the agriculture sector and knowledge of climate change adaptation and mitigation related to the agriculture sector.
• Working knowledge of English (Level C) and limited knowledge (Level B) of another FAO language (French, Spanish, Chinese, Arabic, or Russian). For PSA, working knowledge of English.

Technical/Functional Skills
• Understanding of agri-food systems transformation: The consultant should have a domain expertise in agri-food sector with a knowledge of the impact the agri-food sector has on environment and climate change.
• Knowledge of agri-food and climate policies and strategies: The consultant should have experience in developing and implementing agri-food and climate policies and strategies.
• Institutional capacity building: The consultant should have expertise in institutional capacity building, including the ability to assess organizational structures, roles, and responsibilities.
• Technical capacity building: The consultant should have experience in technical capacity building, including the ability to assess technical skills, knowledge, and resources.
• Project management: The consultant should have experience in project management, including the ability to coordinate and manage project activities, resources, and stakeholders.
• Data analysis: The consultant should be skilled in data analysis, including the ability to collect and analyse data to inform decision-making.
• Communication and stakeholder engagement: The consultant should have strong communication and stakeholder engagement skills, including the ability to work with a diverse range of stakeholders and communicate complex information clearly and effectively.
• Working experience with or within FAO or the UN system and a good understanding of its operations will be advantageous.
• Proactively coordinating and adaptively responding to the changes pertinent to the project implementation.
• Well-informed of micro and macro-level processes and has the ability to identify trends that are relevant for the project implementation.
• Having prior work experience in the countries located in the Europe and Central Asia (ECA) region would be advantage.
