Background of the project
IRC2020 Strategy prioritized client-centered programming and highlighted the expansion of Cash and Voucher Assistance (CVA) as a critical pathway to achieve this objective, a move that can be summarized as the shift from the question “why cash” to “why NOT cash”. This was complemented by the Cash Strategy 2015-2020 which set a target for IRC to deliver 25% of international humanitarian aid and 14% of the direct program costs as CVA and outlined specific changes needed to achieve this goal. At the end of the strategy period in 2020, IRC had achieved the CVA target for the first time (in FY18) and CVA had been delivered in almost every IRC country program. CVA is a core component of the current IRC Strategy100 under the client ambition as CVA is considered the preferred modality to respond to clients’ needs.
The Violence Prevention and Response Technical Unit (VPRU) which includes Child Protection, Protection and Rule of Law, and Women’s Protection and Empowerment, has prioritized integrating CVA modalities into protection programming since 2016, when cash and VPRU teams initiated the internal cash and protection task team.
Scope of work
The consultant will focus on strengthening the cash for protection knowledge and resources available at the IRC. In particular, in doing the following tasks:
1. Review and refine existing Program Implementation Notes (Cash for Case Management and Cash for Groups and complementary tools) based on the feedback from countries and support roll-out in collaboration with relevant Technical Advisors (TAs).
2. Analyze priority technical needs of the Protection and Cash Task Team and lead on the development of new tools (including but not limited to Program Implementation Notes (PINs), tip sheets and checklists, including developing approaches to measure effectiveness of cash in achieving protection outcomes.
3. Improve Cash for Protection training package to provide more sector specific guidance to ease the launch of new cash programing, including Cash Relief Operating Procedures (CROPs) and Program Control Checklist (PCC) for VPRU training package and socialize the training on a wider scale
4. Review and improve the internal and external available resources on cash for protection and deliver an updated, well organized, and accessible catalogue (Box software-based)
Deliverables:
1. At least 4 consultations conducted with VPRU sectors (CP, ProL and WPE) and ERD teams (HQ and country staff) to refine and further adapt Cash for Case Management PINs;
2. Two Program Implementation Notes (Cash for Case Management and Cash for Groups and complementary tools) revised and
3. Ensure the translation of related materials is stored and available;
4. Compile a Cash for Protection training package to provide more sector specific guidance to ease the launch of new cash programing, including Cash Relief Operating Procedures (CROPs) and Program Control Checklist (PCC) for VPRU training
5. 30 to 50 protection and cash IRC staff trained on cash for protection package, PINs, CROPs and other guidance documents;
6. Report that analyzes priority technical needs of the Protection and Cash Task Team drafted (max 10 pages);
7. Develops 1 to 3 new tools (including but not limited to Program Implementation Notes (PINs), tip sheets and checklists, including developing approaches to measure effectiveness of cash in achieving protection outcomes and a tool to clarify the difference in the use of cash for protection outcomes and multipurpose cash assistance for basic needs;
8. Reviews and improves the internal and external available resources on cash for protection, creating an updated, well organized, and accessible catalogue (Box software-based)
