Mission and objectives
UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. The UNFPA operates globally since 1969 in more than 150 countries and territories. UNFPA focuses on women and young people, and gender is always in the core of its mandate and the center of all Program activities and interventions. UNFPA´s Country Office (CO) in Bolivia is implementing its sixth cycle of the Country Programme Document (CPD) for the Plurinational State of Bolivia 2018 – 2022, which has four strategic outcomes: 1) Sexual and reproductive health; 2) Adolescents and youth; 3) Gender equality and women’s empowerment; 4) Population Dynamics.
Context
This assignment is funded through a project funded by the Government of Korea, therefore, candidates must be Korean nationals. Together with the Government and other partners, UNFPA-Bolivia is currently implementing a program called “Promoting Gender Equality for the Exercise of Sexual and Reproductive Rights of Adolescents in Bolivia (2021-2025)” through a grant arrangement with the Korean International Cooperation Agency (KOICA). This initiative aims to reduce the teen pregnancy rate through increased access of adolescents to information and services in Sexual and Reproductive Health (SRH), and increased awareness and capacities of service providers on Gender-Based Violence (GBV) prevention and response, including promotion of the Comprehensive Sexuality Education with families, teachers and adolescents. The project has been implemented in four targeted municipalities in La Paz and Cochabamba. The main stakeholders of this initiative are Ministries of Health, Education, Public and Justice; Departmental and Municipal Governments; non-governmental organizations (NGOs) and other national stakeholders. Furthermore, UNFPA closely work together with other UN agencies such as UN women and UNICEF within its CPD and UNDAF (the UN Development Assistant Framework) to support the national, regional, and international priorities (e.g. National Socio-economic Development Plan, Sustainable Development Goals, Montevideo Consensus on Population and Development, etc),
Task description
Within the delegated authority and under the co-supervision modality between the Monitoring and Evaluation (M&E) Programme Analyst and the Quality of Care & Services Programme Analyst, the UN Volunteer Project Support Specialist: 1. In close coordination with the UNFPA’s focal point will support the Project coordination to achieve the objectives and goals planned within the assigned budget and time frame defined, and promptly report any operational concerns. 2. Coordinate the programmatic implementation of the Project with La Paz SRH Responsible and Cochabamba Regional Office, to guarantee the fulfilment of the planned activities and targets. 3. In coordination with programme components, support the development of a research plan based on the needs, and develop Terms of Reference or technical specifications for conducting research or other types of studies within the framework of the project. 4. Conduct and provide technical support to the Implementing Partners or institutions that will carry out the studies and research activities, particularly those that could show the Project’s result or impacts in adolescents and youth (i.e. CSE measures). 5. Coordinates and organize follow-up meetings with UNFPA and/or KOICA teams to support programming and budget execution of the project’s activities. 6. Support the creation and follow up the Steering Committee and the Technical Committee in coordination with UNFPA programs. 7. Delivers support to UNFPA’s areas in the elaboration of the Annual Works Plans with Implementing Partners promoting cross-sectoral and intersectional approaches with focus on “leaving no one behind” to strengthen the Project implementation. 8. Coordinate closely with the M&E specialist to assess progress through results and impacts, involving the different areas in the analysis and timely decision-making to ensure continuous progress. 9. Directly coordinates the preparation of quarterly, biannual, and final reports for the donor in coordination with the UNFPA’s project focal point and the programme, finance and M&E areas. 10. Foster implementing partners’ monitoring scheme within the Harmonised Approach to Cash Transfers (HACT) framework in close coordination with the programmatic and finance areas. 11. In coordination with the M&E area, coordinate and oversee the implementation of planned research activities and promote the use of evidence generated from them. 12. Monitor the quality of the research products and/or studies carried out within the framework of the project. 13. Other functions designated by the project leadership team Results/expected outputs As an active UNFPA team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNFPA and its beneficiaries in the accomplishment of her/his functions, including: o Timely reporting of the Project to the donor. o Ensure that the project is executed in accordance with the provisions of the Agreement signed with the donor ● Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment. ● A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
