Organizational Setting

The Food And Agriculture Organization of the United Nations’ (FAO) Sub regional Office for the Pacific (SAP) covers Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Republic of Marshall Islands, Nauru, Niue, Palau, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu. FAO SAP is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional agriculture, food, nutrition and rural development priorities. FAO SAP develops and maintains relations with subregional institutions including the Council of Regional Organizations in the Pacific (CROP). The Subregional Office is an office falling under the purview of FAO’s Regional Office for Asia and the Pacific (RAP) in Bangkok.
This International Programme and M&E Specialist position is part of the concrete results of the Subregional Office Restructuring exercise that FAO completed in 2022 under the leadership of the Organization’s Director-General. It’s expected that the placement of the International Programme and M&E Specialist position will significantly improve SAP’s capacity in programming, monitoring, evaluation and reporting, resource mobilization, and partnership development.


This position is based in the SAP Office, in Apia, Samoa.

Reporting Lines

The Programme Specialist will work under the overall supervision of the FAO Subregional Coordinator, and direct supervision of the Programme Support Officer. As a team member of the Programme Support work stream in SAP, the specialist works closely with operations specialists, but also with SAP Multidisciplinary Team (MDT).

Technical Focus

• Programme and project formulation and operationalization.
• Programme and project monitoring, evaluation and reporting.
• Principles for efficient and effective business processes, work practices, procedures, and applications aimed at managing projects/programmes for compliance of Project Cycle.
• Government, donor and partnership development and coordination.
• Resource mobilization and partnership, based on the knowledge of the local conditions, culture, language and institutions of the Pacific regional contexts.


Tasks and responsibilities

• Supports the development, implementation, monitoring and evaluation of assigned programmes/projects and relevant activities; review of relevant documents and reports; identifies priorities, problems and issues to be addressed and propose corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.
• Supports the reviews, updates and maintenance of the field programme related information and data in the FPMIS (Field Programme Management Information System), trains staff in FPMIS use and data maintenance.
• Ensures SAP’s compliance of Project Cycle, alignment of plans and programmes of SAP with upstream strategies of the organization, including with the Four Betters and Programme Priority Areas (PPAs), as well as the national plans and priorities.
• Supports formulation and implementation, monitoring, evaluation and reporting for the Multi-Country Programming Framework (CPF), United Nations Sustainable Development Cooperation Framework (UNSDCF)
• Provides analytical and monitoring support for the Country Office Management and Monitoring Indicators Tool (COMMIT) and other corporate systems and tools, and facilitates data collection for corporate systems and tools”
• Prepares various written outputs, e.g. background papers, analysis, sections of reports and studies, inputs to publications, yearly and quarterly work-plans, and budgets, annual project donor reports, if necessary according to pre-established formats (progress and terminal reports).
• Ensures both pipeline and ongoing project appraisal, approval, progress in line with the revised Project Cycle guidelines, and undertakes necessary follow-up actions.
• Ensures that new project logical frameworks and indicators are using the SMART principles and are aligned with the FAO Strategic Framework and other relevant frameworks.
• Implements SAP resource mobilization and partnership strategy, provides timely intelligence and linkages for the resource mobilization landscape that technical officers can act upon for technical cooperation and trust fund funding opportunities.
• Supports the collection and storage of information and documents.
• Serves as the focal point for SAP’s cooperation with Office of Evaluation (OED);
• Performs other tasks as will be needed and required.

Minimum Requirements

• University degree in business administration or public administration, social science, political science or a related field;
• At least 5 years of relevant experience in project or programme management, development and/or project planning/formulation/ implementation, and/or programme monitoring, reporting and evaluation;
• For consultant: working knowledge (level C) of English and limited knowledge (level B) of French, Spanish, Arabic, Chinese and/or Russian; For PSA, working knowledge of English.
