Good Neighbors International in Tajikistan (GNIT) has been working in Tajikistan since 1998. The objective of GNIT is to improve the lives of people, especially children through education, community as well as emergency relief projects. GNIT is working with the key stakeholders such as Ministry of Education, Ministry of Health, Ministry of Labor and migration, Committee of Women Affairs, Local authorities, INGOs UN and donor agencies such as, EU, GIZ, UNICEF, WFP, and others in an integrated approach to connect poor and vulnerable communities to quality education, health, water and sanitation services.
Good Neighbors International in Tajikistan now searches for an experienced Monitoring and Evaluation Expert. S/he will provide service in conducting final Evaluation of the project with title “IDEA Generation Project: Inclusive Digital Empowerment and Awareness for Tajik Next Generation”. The Expert will work closely with the Project Managers at GNT. The Evaluation methodologies to be applied in this evaluation will be developed by the consultant in consultation with GNIT. However, both qualitative and quantitative approaches to collect, verify and analyze data will be used.
The total working day of evaluation is consisting of 15 working days (during August - September 2023).
Purpose of evaluation: The purpose of evaluation is to measure a) effectiveness, b) efficiency; c) impact; d) relevance; e) sustainability of project.
Project Objective: Outcome: Foster civic engagement of youth with the public sector through a dedicated digital platform and create employment opportunities in IT through training and career-oriented empowerment.
Objectives of the Evaluation
1) Measure what quantitative and qualitative gains the projects have made in regards to the project objectives, i.e. the intended outcomes of the project, been achieved? And explain to what extent it has so far been achieved.
2) Examine the approach and scope of implementation whether they are relevant to current and future areas that GNT to focus on.
3) To what extent did the project generate additional effects, either expected or unexpected? (for instance with respect to education).
4) Draw lessons learnt from project interventions and areas of improvement regarding future programs in education.
5) Provide recommendations to further enhance the organizational stability, relevance, effectiveness, efficiency and sustainability of GNT programs and services, in the field of education
Scope of Work
The Expert will be required to lead on the following task in consultation with both the Country Director and Project Manager:
· Briefing with Good Neighbors International in Tajikistan (GNIT) project team;
· Document review (key project documents);
· Inception report, formats deadlines;
· Meetings and interviews with key stakeholders;
· Field visits to target districts;
· Debriefing with GNT project team; Presenting findings to team;
· · Full report with evaluation results in English presented within two weeks after completion of the field visits and all raw data, transcripts/notes of interviews submitted.
Requirements:
· Master of Social workers, or similar degree and/or higher
· Experience with qualitative research methods and advanced statistical analysis essential
· Fluent written English
· Have proven preferable International experience of evaluating and assessing the impacts of project working on related development program and/or conducting qualitative research studies or surveys
· At least five (5) years of providing evaluation services and executing M&E activities—which includes conducting evaluations for International donors, and/or EU
· Excellence in interpretation of the study results and producing timely reports
· Proven experience in managing team
· Cultural understanding and overseas experience are highly preferred.
