Duties and Responsibilities
Background of the assignment:
Organized crime and illicit trafficking threaten peace and human security, violate human rights, and undermine peace and security in the region. As transnational organized crime manifests in many forms, the project aims to strengthen the capacity of the Governments of the Middle East and North African region to respond to illicit trafficking and other forms of transnational organized crime by focusing on the detection of fraudulent documents. In doing so, the project will adopt a four-pronged approach:
1) improve the awareness related to the skills, equipment and techniques used by law enforcement agencies operating at official border crossing and investigation units;
2) improve the awareness on criminal information collection, analysis and sharing at key hub cities along smuggling and trafficking routes;
3) support front line officers collecting as much information as possible from seizures and arrests, as well as illicit movements, and sharing them with central authorities in charge of in-depth investigations aimed at dismantling networks; and
4) improve national and regional cooperation to respond to organized crime and illicit trafficking.
Purpose of the assignment:
• The consultant will support the implementation of two activities of fraud documents:
• TOT under the same subject for the benefit of the MOI and General Directorate for Customs in Tunisia under UNODC regional projects funded by the EU Trust Fund for Africa (EUTF) on ‘Dismantling criminal networks involved in migrant smuggling and human trafficking and operating in North Africa’ in several North African countries including Tunisia.
An advanced university degree (Master’s degree or equivalent) in criminal justice,
criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.
• At least seven years of relevant professional experience in law, criminology, or another criminal justice field at both national and international levels is required.
• Work experience with the United Nations system or similar international organization is desirable.
• Previous working experience in or in relation to MENA region is desirable.
• Effective communication (spoken, written, and presentational) skills is required.
• Excellent interpersonal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender is required.
• Ability to plan own work, manage conflicting priorities and to use time efficiently is required.
• Ability to organize and implement activities and outputs and the ability to maintain focus and pay attention to the necessary details is desirable
• English and French are the working languages of the United Nations Secretariat. For this position, knowledge of English or French is required. Knowledge of another United Nations official languages is desirable.
