Duties and Responsibilities
The African Ministerial Conference on the Environment whose Secretariat is provided by UNEP's Africa Office, was established in 1985 and adopted its rules of procedure at its second session in 1987. Since AMCEN adopted its constitution and rules of procedure, there have been many changes in environmental governance and in the related institutions at the national, regional and global levels. Regional and global environmental discourse has become so engaging that the rules of procedure need to provide guidance on resolving situations when the ministerial conference is unable to proceed from the position of consensus. The current AMCEN rules of procedure are based on the use of both the United Nations rules of procedure and the practices of the African Union. AMCEN at its resumed 18th ordinary session that took place from 12 to 16 September 2022 in Dakar, Senegal noted that the Constitution and rules of procedure of AMCEN have not been reviewed since their adoption, yet there have been several changes in the policy, legal and institutional arrangements of the environment sector at national, continental, and global levels. Member states agreed that the rules of procedure of AMCEN should be reviewed to identify areas that require revision in line with the Constitution of AMCEN. It is against this background that UNEP, as the AMCEN Secretariat, requires the services of a consultant to review the rules of procedure of AMCEN.
Under the direct supervision of the Programme Officer AMCEN Secretariat, the consultant will perform the following duties and responsibilities.
1. Review the AMCEN Constitution and the rules of procedure as well all past AMCEN decisions relating to the rules of procedure with the view to identifying gaps and areas that need to be updated.
2. Review the practices of AMCEN in its meetings and deliberations, including, mode of meetings, membership, participation, voting arrangements, geographical scope, etc.
3. Review the United Nations Environment Programme (as Secretariat of AMCEN) rules of procedure and the African Union rules and practices with the view to identify gaps and practices in order to update the AMCEN rules of procedure.
4. Review the voting provisions as set out in part X and the general practices, with a view of identifying gaps in the election of AMCEN office holders and representatives.
5. Carry out the necessary consultations with key stakeholders, including the United Nations Environment Programme, African Union Commission, and other relevant institutions.
6. Present the draft review report to the AMCEN Bureau and the 19th ordinary session of AMCEN.
University degree in law, environmental policy or related field;
At least 5 years’ experience including working with an international organization.
Experience in handling conference procedures of international organizations is an added advantage.
An ability to work in a team with good communication skills.
A good command of and fluency (oral and written) in English.
