The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated with the widespread and increased adoption and sustainable use of all forms of renewable energy. At present, IRENA has 168 Members that acceded to its Statute, and 16 additional States in the process of accession and actively engaged. IRENA supports countries in their transition to a sustainable energy future, and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource and financial knowledge on renewable energy. The Agency implements its mandate with a view to sustainable development, increased energy security and low-carbon economic growth and prosperity.
The Division of Administration and Management Services is responsible for providing the Secretariat with efficient support in managing its human and financial resources and ensuring effective and timely delivery of Human Resources, Information and Communications Technology, Procurement, Financial, Travel and other General Services.
An Enterprise Resource Planning system (ERP) is implemented in IRENA using Oracle Cloud Fusion to automate business processes and workflows in Finance, Procurement, HR, Travel and related areas of operation.
Under the overall guidance of the Chief ICT, ICT Section, Administration and Management Service Division, the Senior Information Systems Officer (ERP) shall:
Enhancements and New Modules
- Serve as Project Manager for the ERP enhancements projects and other information systems developments, guiding project team in defining or planning for implementing required solutions. Manage the day-to-day progress of the project and address challenges in a timely manner.
- Review the functional requirements defined for implementing the ERP enhancements and validate it against business requirements through consultations with business process owners.
- Design solutions and architectures for different information systems / software to ensure smooth end-to-end processes automation and integration across systems.
- Liaise and maintain regular coordination with the partners and Oracle focal points.
- Review data migration processes as needed.
- Meet with the different Divisions and users’ community to discuss the requirements for necessary information needed to design/configure enhancements and new modules.
- Assist as necessary in documenting workflows or clarifying and confirming the specifications.
- Organize and report on the meetings of the projects Steering Committee and the Working Groups.
- Update and manage project timelines and meet with project team and Divisions’ representatives as needed to communicate status.
- Regularly report on utilization of ERP resources and provides periodic reports on activities, milestones, deliverables and bottlenecks.
- Ensure that data migration, testing, validation and cleansing strategy, together with cut-off period and opening balances are well functioning prior to new ERP modules go-live date.
- Provide leadership in conducting and coordinating users’ meetings and communications during the implementation process.
- Oversee User Acceptance Testing and evaluation.
- Set up post go live strategy and approach and initiates its deployment into production.
- Perform other tasks as required.
ERP Operations (support, maintenance, upgrades)
- Serve as coordinator for the ERP support and maintenance activities, guiding the support team in responding to users’ requests and incidents. Manage the day-to-day requests in the help desk system and address incidents/requests in a timely manner.
- Provide support (functional and technical) to ERP users’ as needed. In particular, closely support the critical Payroll process/functions (Oracle Fast Formula) and the reporting.
- Provide assistance and training to ERP users.
- Manage ERP system administration including security administration (access permissions).
- Liaise and coordinate Level 2 support from third party vendor and Level 3 support from Oracle (SR logging & tracking)
- Monitor data quality in the ERP and adjust applicable procedures accordingly.
- Coordinate PaaS data and application periodic back up.
- Plan and perform regular self-audit activities (access log, etc.).
- Produce and maintain ERP documentation.
- Manage a log of issues as well functional and technical enhancements requests.
- Perform other tasks as required.

Qualifications
Education: Advanced University degree (Master’s degree or equivalent) in Business Administration, Management Information Systems, Business Management, Public Adminsitation, Computer Science, Enterprise Resource Planning Solutions or related field.
Experience: A minimum of seven years of progressively responsible verifiable experience in leading, managing, coordinating and implementing finance, budget, procurement and HR ERP systems and solutions using Oracle technologies. Documented experience and excellent track record with implementing and maintaining Oracle ERP Cloud Fusion is required. Training and certification in Oracle Cloud based ERP solutions is required. Knowlege of Oracle Fast Formula and PL/SQL is required.
Experience in data migration and knowledge of business process management, process re-engineering, work-flows and systems configuration is highly desirable.
Good understanding of the working of Inter-Governmental Agencies or UN family of organizations is required. Candidates must have very good project management skills including change management and communications skills..
Language: Excellent command of both written and spoken English is required.
