Under the overall guidance and supervision of the Chief Security Adviser (CSA), the Local Security Assistant assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in Indonesia.

 

This position is not funded by UNDSS but through the locally cost shared budget. The contract may be extended subject to availability of funds, satisfactory performance and continuing need for the post "

 


 
Duties and Responsibilities

 

 

Summary of key functions:

 

  • Assists CSA collecting, updating and communicating information regarding the security situation in the country;
  • Assists in maintaining the Security Plan, including updating staff lists;
  • Supports the CSA with the updating SRM (Security Risk Management ) Measures  for the duty station;
  • Assists in reporting security incidents affecting UN staff, offices and assets;
  • Provides general administrative assistance to the CSA 
  • Performs any other duties as assigned.
  • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the CSA;
  • Communicates information on security to the heads of United Nations Offices and provides host country security advice to UNDSS in the absence of the CSA, as required;
  • Maintains regular contacts with Security Focal Points of UN agencies;
  • May be requested to provide technical assistance at SMT meetings, in the absence of the Chief Security Adviser (CSA), Deputy Security Adviser (DSA) or Field Security Coordination Officer (FSCO).
  • Organizes and delivers training courses on security awareness and preparedness;
  • Assists in ensuring residential (Residential Security Measures/RSM) and office safety, and security preparedness;
  • Assists the CSA in ensuring the security arrangements at UN offices located in Menara Thamrin Building.

 

 

1.  Assists the CSA  in collecting, updating and communicating information regarding the security situation in the country:

 

  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation;

 

 

2.  Assists in maintaining the Security Plan, including updating staff lists:

 

  • Helps in the preparation and review of the UN Security Plan;
  • Supports actions during the implementation of the Security Plan, as required.

 

 

3.  Assists the CSA in monitoring compliance with Residential Security Measures (RSM) established for the duty station.  Also assists with the compilation of data required for the SRM at the duty station and the program assessment.

 

 

4.  Assists in reporting security incidents affecting UN staff, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, the Security Assessments and the Quarterly Incident Report.

 

5.  Provides support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation to newly assigned staff members. Conducts security briefings, as required.

 

6. Assists the CSA in ensuring the security arrangements at UN offices located in Menara Thamrin Building.

  • Conducts office survey for new UN offices at Menara Thamrin Building and monitor the implementation of UNDSS recommendation.
  • Manages security guards and other security personnel deployed at Menara Thamrin Building
  • Conducts physical checking of the security arrangements of UN offices at Menara Thamrin Building
  • Liaises and arranges regular meeting with Menara Thamrin Building security Manager
  • Arranges evacuation drills for UN offices at Menara Thamrin Building

 

 

7. Performs other security-related tasks assigned by the CSA

 

  • Provides support in conducting security evaluations and provides advice on security measures for the residences (Residential Security Measures - RSM) of UN staff, as well as on latest trends and threats to staff safety and security;
  • Establishes and maintains warden system and keeps update of information related to UN offices and residences;
  • Administers a pass and ID system;
  • Maintains liaison with commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force.

 

8.  Provides general administrative assistance to the CSA

 

  • Maintains routine and confidential correspondence files/documents;
  • Maintains a database on contact details in relation to host country security authorities;
  • Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings.

Required Skills and Experience
 

 

Education:

 

•            Bachelor’s degree in Business Administration, , Management, Security Management, International Relations, Social Sciences would be preferable. Or 

•            High school degree with   5  years of relevant experience will be given due consideration in lieu of Bachelor degree

 

Experience:

 

Minimum 5 years of relevant experience for candidate with High school or minimum of 2 years of experience for candidate with Bachelor Degree; preferably in the field of development.

 

Language Requirements:

 

Fluency in the English and Indonesian (Bahasa Indonesia)

 

Other Skills and Requirements:

 

  • Experience in diplomatic security and protection is considered as an asset; 
  • Relevant experience in security  would be highly desirable
  • Experience in collecting, analyzing, and summarizing administration report 
  • Prior experience with the Government or  UN system or an international NGO is desirable.
  • Experience and knowledge of host country safety codes;
  • Experience in collecting, analyzing, and summarizing administration report 
  • Solid computers skills (MS Word, Excel, Access and PowerPoint); 
  • Possession of a valid driver’s license
