Humanitarian Access and Security Advisor*
in Bamako
The position is to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. Employment location will be Bamako, Mali.
As Humanitarian Access and Security Advisor, you will report to the Country Director and will technically lead the security department. You will be part of the Senior Management Team and the Country Management Team, leading the effective implementation of humanitarian access strategies and security management plans in line with humanitarian principles, with Welthungerhilfe (WHH) and donor policies and standards.
Your responsibilities
- Regularly conduct security and risk analyses, analyzing the context and identifying access challenges
- Proactively ensure the integration of access and security aspects into project planning and implementation
- Develop and implement guidelines for humanitarian access, approaches and engagement with local authorities and other local actors, tailored to local contexts throughout Mali
- Advise program teams on context-specific risks and challenges pertaining to humanitarian access and security
- Contribute to the development and implementation of mitigation measures and program-specific strategies for improving humanitarian access
- Provide information and contextual understanding of localized and country-wide conflict dynamics, security situations and incidents along with appropriate advice and analysis
- Proactively collaborate with key members of the team to ensure that the humanitarian access and security management strategies are appropriately aligned with program priorities across all locations
- Compile and submit regular reports tracking incidents and trends in humanitarian access and local security contexts within WHH areas of operation
- Produce incident reports and provide ad hoc analysis
- Provide technical inputs and advice in assessments to consider new WHH projects in new geographic areas, and regular assessment reviews for existing locations
- Develop and implement security plans, tools and standard operating procedures
- Support the program teams in developing conflict analysis
- Develop and maintain a network of contacts with NGOs, UN, working groups and other relevant stakeholders
- Work with the Senior Management Team and the Country Management Team to ensure budgets and staffing levels are in alignment with the assessed levels of risk
- Organize training for WHH staff and partner organizations, adjusting and enhancing curricula according to the changing context and in coordination with the Regional Safety and Security Advisor
- Prepare and disseminate weekly updates to the Senior Management Team and the Country Management Team
Your profile

A university or college degree in political science, international relations, humanitarian affairs, or a technical degree or certification in a related field with considerable field experience

A minimum of 5 years of international experience with demonstrated capabilities in humanitarian access and/or security management, with a deep understanding of humanitarian principles

Previous experience in the Sahel context is needed; previous experience in Mali would be an asset

Experience of working successfully with external stakeholders such as local and international NGOs, local authorities and other relevant actors, even remotely

Understanding of the local context, conflict dynamics, and access limitations

Excellent relationship-building, interpersonal skills and the ability to effectively represent WHH with external stakeholders

Ability to work in unstable security environment and ensure staff follows the security policies

Ability to work proactively and indipendently, also in stressful situation

Readiness to receive necessary vaccinations for working in Welthungerhilfe's programme country

Excellent spoken and written French language skills required

English skills and/or one of the local languages used in Mali would be a strong asset
