Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

 

Job Purpose

To conduct a situation analysis and in-country (multi country) review of the Global Fund grant in 5 Southern African Countries (South Africa, Botswana, Eswatini, Namibia and Lesotho and compile a comprehensive report detailing current and possible future gaps and opportunities in the past 3 rounds of funding.

Job Duties and Responsibilities

The objectives of the consultancy should be aligned to the Technical Team Review Panel criteria and the Global Fund strategy.

The Global Fund partnership’s efforts remain guided by national and global strategies, and the 2030 Sustainable Development Goals.

The Global Fund Strategy is more specific about the key areas of focus that are needed to achieve this vision. It includes an emphasis on placing people and communities at the center of the Global Fund’s work; an intensified focus on making catalytic, people-centered investments that spur faster progress against HIV, TB and malaria; an intensified focus on prevention and addressing structural determinants of HIV, TB and malaria outcomes; supporting integrated people-centered quality services and systems for health that address individual’s holistic health needs; a new focus on community leadership and engagement (in addition to community systems strengthening, an existing important component of resilient and sustainable systems for health); addressing equity, human rights and gender equality as critical to achieving our vision; and leveraging the Global Fund's unique position to contribute to building countries’ pandemic preparedness capabilities, including through strengthening resilient and sustainable systems for health and HIV, TB and malaria programs.

Objectives.

  • Conduct a comprehensive review (desktop review, strategic report review, key informant discussions) analysis of GF-ATM funded program priorities and key stakeholders in-country (South Africa, Botswana, Eswatini, Namibia and Lesotho) in the past two rounds of the GF grant.
  • Provide a comprehensive detail of achievements, gaps in the past two rounds of the GF fund grant in the identified countries.
  • Identify and recommend strategic opportunities for the Red Cross in the current window of applications in line with the Global Fund Technical Review Panel (TRP) in the five countries.

Desired outcomes

1. The outcome of the consultancy should provide a comprehensive report detailing the in-country reviews (5 Countries), analysis and recommendations aligned to the TRP criteria which considers the following:

  • Investments which are positioned for impact; catalytic use of resources, communities at the Centre of programs, leveraging partnerships, prevention from sexual exploitation, abuse and harassment.
  • Noting that all Global Fund investments shall contribute to the Primary Goal: Ending AIDS, TB and malaria; Strategic focus, technical soundness, potential for Impact, program quality, prioritization, evidence-based programs for key and vulnerable population,

2. Provide a summative position paper (not more than 5 pages) for the Red Cross articulating the potential strategic opportunities to explore in the GF application.

 

Education

  • BSc health sciences or social sciences qualification, Post Grad, Public health or social science qualifications.

Experience

  • Minimum of 5 years working experience in the public health sector and in particular supporting HIV, TB funded programs in the Southern Africa context. Knowledge and experience of the RCRC will be an added advantage.

Knowledge, Skills and Languages

  • A clear understanding of the HIV and TB national strategic plans and priorities for South Africa, Lesotho, Eswatini, Botswana and Namibia.
  • Clear understanding of the strategic priorities of the Global Fund in Southern Africa.
