The Global Forum on Transparency and Exchange of Information for Tax Purposes (the Global Forum) has played a key role in the development and acceptance of international standards on transparency and effective exchange of information (EOI) for tax purposes and in monitoring progress in implementing these standards. It has played a critical role in the international community’s efforts over the past ten years to counter international tax avoidance and evasion. The Global Forum currently includes over 167 members on an equal footing, a list of whom can be found on the Global Forum websitewww.oecd.org/tax/transparency.

 

The Global Forum Secretariat is based in the OECD’s Centre for Tax Policy and Administration (CTPA), which is the focal point for the OECD’s work on all taxation issues, both international and domestic. 

The Global Forum’s primary focus is to oversee the implementation of the standards. The main part of the Global Forum’s work is to prepare peer review reports which assess a jurisdictions’ legal framework for exchange of information as well its practices. The Global Forum peer review work includes monitoring and reviewing jurisdictions’ implementation of the new international standard on Automatic Exchange of Information (AEOI). This includes reviewing and preparing reports on member tax administrations’ Information Security Management (ISM) arrangements and their safeguarding of data exchanged under international EOI agreements to seek to ensure that these are aligned with internationally recognised information security standards. The Global Forum also provides capacity building services and technical assistance to member jurisdictions, particularly developing country tax administrations, to help them implement the standards in the area of ISM in order to participate and benefit from AEOI and the new environment of tax transparency and EOI.

The Global Forum is currently seeking a proactive, dynamic Research Assistant to support the implementation of the Global Forum’s peer review programme in relation to the standard in Automatic Exchange of Information (AEOI). This includes conducting technical research and analysis, supporting the team in the various peer review processes and supporting the presentation of the results. She/He will report to the Head of the AEOI Unit.

Availability and willingness to undertake international travel is required.

The vacancy is open to nationals of OECD member countries and jurisdictions of the Global Forum.

 

Main Responsibilities

 

Technical analysis and research

 

  • Utilise the statistics obtained through the peer review process to carry out analysis to support the assessment of the effectiveness of the implementation of AEOI.
  • Carry out detailed analysis of the laws in place to implement AEOI to identify any deficiencies, working closely with the legal assessment coordinator.
  • Carry out detailed analysis of the questionnaires provided by jurisdictions describing their compliance frameworks for the jurisdictions assigned. Support the review lead by identifying possible deficiencies and follow-up questions.
  • Support the delivery of the Global Forum’s various electronic questionnaires for AEOI, including by helping ensure the contents are up to date, validating the results and following up where there are delays in the jurisdictions completing them.

 

 Communications

 

  • Provide assistance in the preparation and updating of documents, including on the results of the peer reviews and other related documents.
  • Prepare slides and other communication materials in relation to the AEOI peer reviews.
  • Proof reading/editing publications, website content and other materials (English and French).
  • Manage the online communities of the various stakeholders (i.e. the AEOI Peer Review Group, the assessors and the AEOI peers).

 

 Other tasks

 

  • Support the AEOI Unit and the wider Global Forum as may be required.
  • Support the meetings of the AEOI Peer Review Group, including, but not limited to drafting agendas and preparing summary records.
  • Other tasks, as required by the evolution of the AEOI Unit, including provision of back-up where necessary.
     

Ideal Candidate profile

 

Academic Background

 

  • Post-secondary level of education in a relevant subject, such as statistics, law, economics, taxation, public policy.

 

Professional Background

 

  • Proven experience providing research / administrative assistance in an international environment;
  • Strong organisation and time management skills and ability to manage competing priorities;
  • Experience demonstrating the ability to communicate, foster and maintain excellent working relations with colleagues at all levels.

 

Tools

 

  • Excellent IT skills acquired through practical experience of MS Office Suite, in particular Excel, PowerPoint and Word. Knowledge of statistics would be an advantage.

 

Languages

 

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Contract Duration

 

  • One-year fixed term appointment, with the possibility of renewal.
