The Economics Department (ECO) aims at enhancing economic performance in member and non-member countries through sound and innovative policy advice with a view to seeking an inclusive and durable increase in living standards. It deals with a wide array of policy areas combining macro-economic management, with a strong emphasis on structural policy issues to address policy objectives covering material well-being, social concerns and green aspirations. Its policy advice is derived from a variety of sources such as country surveillance, cross-country benchmarking and evidence derived from empirical research. Much of the Department’s policy analysis and advice is provided as input to committee based peer review and multilateral surveillance processes and contributes to the overall OECD mission. The Economics Department interacts with several other OECD directorates working in specific policy fields.

ECO is looking for a Statistics and Smart Data Practice Expert to join our team. In this role, you will be responsible for supporting and managing projects and writing programs for data analysis using a variety of tools and technologies, including R, GitLab, Excel VBA, and SQL.

The selected person will report to the Head of the Systems Management and Support Unit in the Macroeconomic Analysis Division.

ECO is undergoing a major migration of many of its database systems and programs to open-source software(s) and the person taking up this post will be heavily involved in this process.

Main Responsibilities

  • Manage IT projects from initiation to closure, including defining project scope, objectives, and timelines.
  • Use R, GitLab, and other open-source tools to perform statistical calculations and data analysis.
  • Utilize R, and Excel via SQL for data capture, analysis, and visualization.
  • Manage data migration processes and ensure data integrity and accuracy.
  • Develop data visualizations to communicate insights and findings effectively.
  • Develop and execute unit test plans to ensure software quality.
  • Provide user support on a daily basis and training for IT applications and tools.
  • Maintain computerized documentation on statistical production systems.
  • Collaborate with cross-functional teams to identify and solve technical issues.
  • Utilize AI to analyze and make predictions based on large data sets.

Ideal Candidate Profile

Academic Background

  • A university degree in Computer Science, IT, or a related field.

Professional Background

  • 5 years of experience in IT project management and data analysis.
  • Experience in data migration and user support.
  • Experience in automated data and metadata capture.
  • Excellent communication and problem-solving skills.
  • Ability to manage multiple projects and priorities in a fast-paced environment.
  • Strong attention to detail and ability to work independently.

Tools\:

  • Proficiency in R, GitLab, Excel, SQL, Eviews, unit testing and data visualization.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.

What the OECD offers 

  • Monthly base salary starting from 5 136.43 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process

  • For retained candidates, written tests are foreseen end of May 2023 and panel interviews are planned for first half of June 2023.
