CRS India program was established in 1946. The national office is in New Delhi, with programs operating in several states of India. CRS works with local partner organizations to support and empower vulnerable communities and households through implementation of development, relief and recovery programs. The primary program sectors in which CRS India works are emergency relief and recovery, health, agricultural livelihoods, and anti-trafficking.

Project Background:

“Changing the Way We Care (CTWWC)” project supports alternative care options for children at risk of separation or otherwise living outside of protective family care, and takes a holistic approach to addressing unnecessary family-child separation through the promotion of family strengthening and non-institutional alternative care options. Learnings from the India country Programmesand the global platform on Changing the Way We Care Initiative will be leveraged to influence the care reform system.

Job Summary:
You will provide support to program design and implementation of CTWWC project objectives in line with CRS’ program quality principles and standards to advance CRS’ work serving the poor and vulnerable. Your advice, knowledge, and support will contribute to effective, adaptive, and innovative high-quality programming.

Overall Responsibilities:

• Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
• Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
• Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.
• Lead the development of project documents and tools, as well as technical manuals or guidance, training materials, and how to best apply standards, best practices and quality improvement and assessment guidelines.
• Coordinate and/or perform various activities in support of project design and implementation, including but not limited to needs assessment, strategic planning, program design and proposal writing, monitoring and evaluation, and technological solutions.
• Collect and analyze program data, capture, and share lessons learned and best practices for specific projects to facilitate improvements in decision-making.
• Contribute to the learning agenda by researching and analyzing information, conducting literature reviews, mappings or information gathering from various internal and external sources on assigned topics.
• Prepare presentations and coordinate project communication needs through writing and editing communication resources, such as case studies, brochures, briefs, peer-reviewed articles, or reports, for both internal and external audiences.
• Contribute to maintaining relationships with donors, peer organizations, research, and other institutions, participate in forums to collect and share best practices and promote CRS’ work.
• Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements.

Education and Experience :
• Master’s Degree in Sociology, or in a field of Social Science.
• Minimum of 4 years’ work experience in the field of care reform, child protection or community health and preferably for an NGO.
• Good understanding of Integrated Child Protection Scheme (ICPS), Juvenile Justice Act (JJA), system and structure of Women and Child Development department and National and state working Strategies/environment.
• Experience working with stakeholders especially the W&CD at various levels and strengthening partnerships.
• Knowledge of capacity strengthening best practices.
• Knowledge of latest tools that have the potential to be applied in project.
• Experience analyzing data and contributing to evaluation reports.

Knowledge, Skills and Abilities :
• Attention to details, accuracy and timeliness in executing assigned responsibilities with minimal supervision.
• Good strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment.
• Good technical writing skills
• Presentation, facilitation, training, mentoring, and coaching skills
• Proactive, resourceful and results-oriented • Fluency in English and Hindi or Odia or Tamil.

Travel Required: 40- 50% travel to project sites and to any other state as per the requirement of the project

Internal: Project Manager, Project Associate, Senior Project Officer -MEAL, Head of Office, MEAL Manager, Head of Programming
External: CTWWC implementing partners, Government, local communities, beneficiaries, donors and other stakeholders.
