Job Purpose and Organizational Context
 

The UNDP country office in the DRC recently agreed to the Government's request, requesting its support as an executing agency, for the implementation in 9 provinces comprising 54 territories and under the direct execution modality, of PDL – 145T program, which covers all of the country's territories. Referring to pillar 5 of the National Strategic Development Plan (PNSD) 2019-2023, the Government Action Program (PAG) 2021-2023 and the Accelerated Presidential Program to Combat Poverty and Inequalities (PPA-LCPI), this PDL 145 T constitutes the central framework of government action over the period 2021-2023. The overall objective of the PDL-145T is to correct the disparities in sustainable human development between urban and rural areas and to transform the living conditions of the populations by significantly improving the supply of basic socio-economic services in all the rural areas of the DRC.

In response to the complexities, challenges, and sensitivity of this programme, including risks related to reputation, fiduciary, partner management, program management, etc., the country office has created a unit risk management under the aegis of the CTP, which will develop and implement an integrated risk management strategy and support management in making risk-informed decisions. Such an approach is essential to ensure that the program is fully implemented as planned, while maintaining its credibility with stakeholders, including beneficiaries and the DRC government. To ensure that the Risk Management Unit is fully and effectively operational, the Country Office is looking for a highly motivated individual who can contribute positively to the work of the team as a Risk Management Specialist. risk and compliance.

Under the overall supervision of the PDL CTP, the Risk Management Specialist will be responsible for coordinating support on the identification of risk with the PDL Unit and the development and implementation of risk processes and mitigation measures, in line with UNDP’s rules, policies and procedures and support the Programme Coordinator in audit and investigations in line with UNDP rules and regulations.

 
Duties and Responsibilities

 
Key Duties and Accountabilities  
   
   
Provision of strategic policy direction and support to the Project Management Unit (PDL) aligned with Country Office and UNDP’s internal control framework on achievement of the following results with  the following responsibilities:  
 
  • Advises and contributes to develop and implement the policies and strategies related to comprehensive risk and compliance management;
  • Develops and implements  a comprehensive risk management framework for the CO applying UNDP´s Enterprise Risk Management (ERM approach), tailored to the specificities of the PDL  programmes;
  • Supports management decision making processes, through offering independent advice on risk;
  • Provides guidance at the forefront throughout the Programme activities in addressing daily challenges and implementation of risk action plans and strategies.
  • Provides expert analysis and reporting on strategic and operational issues and trends related to risk management of the programme.
  • Participate in decision making on plans and policies affecting the PDL
  • Facilitates knowledge management, knowledge building and knowledge sharing, which includes providing training and mentoring, reporting, monitoring support, practical guidance, investigations support, as well as implementation advice.
Partners with Operations and Programme from planning to implementation and reporting focusing on achievements of the following results:  
Duties:
  • Participates in work planning to ensure risk mitigating factors are included at the forefront;
  • Works closely with the PDL Project coordinator, programme staff and government counterparts to help highlight risks throughout the design and implementation of the programme, and ensures risk is part of the monitoring package for the programme.
  • Works closely with Operations Manager of the programme and the CO, as well as Finance, Procurement and Human Resources, to mainstream risk assessment and mitigation in business processes and key transactions;
  • Mainstreams risk in weekly management agenda and ensure early warnings are in place for mitigating measures.
  • Work closely with the programme assurance Unit (UPAQ) on risk recording in Quantum toolWorks closely with the programme management to implement audit/investigation observation, particular in the areas of risk
Contributes to the development tools and systems, and implementation of policies and strategies related to risks and compliance management in accordance with UNDP’s ERM policies, focusing on achievement of the following:  
Duties:
  • Leads and coordinates procedures, systems and tools development in risk assessment, planning, management and mitigation for the PDL-145T;
  • Defines the risk management approach for the PDL 145T based on UNDP´s ERM;
  • Supports the PDL-145T in formulation of risk management plans. Participates in project appraisal to ensure that the risk management framework is properly applied reflected in the programme designs;
  • Initiates and conducts business process mapping, with a view to identifying control points and risk mitigation activities, and ensures the establishment and regular reviews and updates of internal Standard Operating Procedures (SOPs) in work areas. Develops internal guidance notes, checklists and other tools in the area of work;
  • Periodically monitors (or, Reviews) adherence to UNDP policies and procedures and corporate guidance on risk.  Periodically monitors that UNDP policies as reflected in the POPP are applied to area of work;
  • Facilitates the development of risk mitigation measures, action plans and guides developed of specific risk response strategies and measures. Ensures that all risk sub-categories are appropriately responded to, and that strategies are in place. Supports formulation of stratégies for various risk sub-categories;
  • Oversees the systematization of mechanisms and tools at the project levels;
  • Contributes in ensuring that processes and procedures are in place at project level and that these are efficient and standardized; Contributes in ensuring that functions are sufficiently resourced, develops standard processes and formulates standard JDs, participates in selection of project personnel in area of work as necessary;
  • Develops internal mechanisms for risk management, establishes ad hoc mechanisms to respond to emerging situations and threats to the Programme;
  • Effectively communicates risk associated with the PDL-145T; escalates risks based on assessment and monitoring findings to the Resident Representation, senior management team of the CO, RBA and BOM Senior Management.
Advises and supports management in making risk informed decisions, and implementing risk management throughout the Programme activities, focusing on the following achievements:  
 
  • Supports management decision making processes, through offering independent advice on risk;
  • Provides ongoing support at the forefront throughout the Programme activities in addressing daily challenges and implementation of risk action plans and strategies ;
  • Coordinates implementation of the ERM cycle of the PDL-145T– helps identify, assess, and support the prioritization of risk mitigation activities. Ensures an informed and comprehensive response to risks.
  • Provides continuous feedback on progress and quality of risk management;
  • Leads and coordinates risk reporting for the PDL-145T. Prepares regular and ad hoc reports, provides briefings and ensures information flows on risk related communication. Documents findings;
  • Participates in risk management fora and activities of the UN system in DRC and UNDP regionally and globally. Ensures that joint activities and plans are appropriately implemented
Facilitates knowledge building, management and sharing,   ensuring the utmost confidentiality, focusing on achievement of the following results:

  • Ensure forward-looking information and communication management internally and externally to internal and external stakeholders
  • Promote different systems and applications for optimal content management, knowledge sharing, information provision and learning including e-registry, web-based office management systems. 
  • Leads activities to build capacity and create awareness around risk management in the CO Designs training to staff at all levels, particularly the staff of the PDL-145T;
  • Identifies and synthetizes lessons learnt and best practices in the area of work;
  • Actively promotes a knowledge sharing and learning culture within the CO;
  • Systematically builds capacities of national staff in risk management and trains CO staff in all areas of responsibility.

Required Skills and Experience

 
Requirements:
Education
  • Master’s degree in development, business administration, public policy or other relevant discipline.
 Experience, Knowledge, and Skills
  • Minimum of 7 years related experience in Risk Analysis – including the ability to identify and manage risks at an operational and strategic level and identify and communicate in a timely manner, any risk management issues as well as risk mitigation measures is required
  • Prior experience and knowledge of the principles of Law Enforcement Intelligence Analysis, Intelligence Analysis, project management, business planning and reporting, and the ability to apply analytical and strategic thinking is desirable.
  • Professional experience in an international organization and/or in conflict/post-conflict environments/developing countries is required;
  • Experience in performing a risk management functions of similar nature in an organization or a project dealing with infrastructure is an asset.
  • Hands on experience strategic partnership building with stakeholders, government partners, and stakeholder collaboration – a proven track record of building and sustaining a range of strong relationships and providing high quality service delivery is an asset.
  • Knowledge of the UNDP DRC and the Africa region’s operational activities, risk management environment, and related programme challenges desirable.
  • Prior experience on understanding of  the principles of information security and management and acts with discretion is an asset.
