As of 2020, the UNDP office in Cuba began to implement a new cooperation program (CPD) agreed with the Cuban government, which defines the work areas until 2024. This new framework includes among its priority axes the productive transformation reflecting the national priorities that the National Program for Sustainable Economic and Social Development to 2030 (PNDES) for this issue. Additionally, UNDP promotes multidimensional approaches and strengthen enabling and innovative frameworks to contribute to sustainable and equitable development.

UNDP in Cuba is one of the main partners that accompanies the government in this national priority at the macro and micro program level and in the management of transformational changes, innovation and public/private articulation with the various existing and emerging economic actors such as Cooperatives and MSMEs. A special partnership has been built up since 2009 in the productive transformation of the sectors that contribute to food security, one of the highly prioritized by the Cuban government and which has also been strongly reflected in the CPD. The work area will be developed in the Human Development and Local Economic Development folder of the Office, which has been growing in relevant projects and for which it has a work team to coordinate the theme of productive transformation.

 
Job Purpose and Organizational Context

The Analyst Project (her or his) for productive transformation projects is responsible for coordinating the implementation of projects related to this subject and ensuring their contribution to the UNDP programmatic results and compliance with agreements with donors and national-local counterparts. It will have to promote the effective participation of the various private economic actors with national and local government entities in responding to existing needs and activating sectoral and territorial potentialities, requiring the strengthening of social innovation environments, productive chains through effective alliances, promoting equity and the empowerment of women, and promote sustainable development practices inspiring the logic of a green economy.
 
Duties and Responsibilities
 

1.Ensure the proper functioning of the projects, ensuring compliance with the planned results, the intervention logic, the schedule and financial execution and the application of transversal approaches:

  • Offer technical and methodological support for the design and monitoring of projects, results and activities
  • Ensure proper financial management
  • Ensure adequate communication and visibility of the results
  • Support the integration of the gender approach and environmental and energy sustainability
  • Promote circular economy and green economy approaches
  • Lead the project implementation team formed in UNDP
  • Carry out adequate risk management and implement mitigation measures
  • Support the formulation of projects and mobilization of funds on the subject of productive transformation
     
2. Strengthen the alliance with strategic national and international actors and interagency work:
 
  • Establish alliances with key national institutions for the implementation of projects
  • Identify and strengthen alliances with international institutions that can provide knowledge, expertise and know-how, favoring the application of innovation
  • Promote interagency work based on the results of the projects, contributing to the positioning of UNDP and the establishment of complementary relationships with other UNS agencies.
     
3.Ensure adequate monitoring and evaluation of projects, complying with UNDP's M&E policy, agreements with donors, and their contributions to the expected results in the CPD.
  • Keep programmatic monitoring records updated in the Atlas system.
  • In collaboration with the ONPs, coordinate the preparation of quarterly and annual reports, according to UNDP and donor standards.
  • Ensure adequate monitoring of projects, at the national and local levels.
  • Follow-up of the audit processes that are carried out.
  • Coordination of the evaluation processes agreed upon and follow-up on the implementation of the recommendations derived from them.
  • Coordinate monitoring visits that are requested by donors.
  • Preparation of reports to donors and contribute to the preparation of the ROAR.
  • Produce systematizations and ensure the dissemination of results and good practices with effective communication modalities.
4. Promote a coherent articulation of the different economic development actions undertaken by the projects.
 
  • Monitoring initiatives at the local level within the framework of the projects.
  • Promote the inclusion of the various economic actors and the obtaining of benefits to strengthen their productive capacities
  • Coordination with the technical groups formed within the local structures of the projects.
5. Carry out the necessary coordination with the National Program Officer of the Human Development and Local Economic Development area of ​​UNDP, ensuring the necessary articulation between the actions developed within the framework of the projects and those provided for in that folder.
  • Provide systematic information on project implementation
  • Promote the construction of synergies with other projects in the area

Lead and supervise the designated team at UNDP to support the implementation of productive transformation projects

Education:
  • Master´s Degree in one of the fields related to the social sciences and humanities such as international economics, political science, comparative systems, history, international relations, sociology, among others. OR 
  • Bachelor´s degree in in one of the fields related to the social sciences and humanities such as international economics, political science, comparative systems, history, international relations, sociology, among others.
Required Experience:
  • Candidates with Master´s degree, no experience required. 
  • Candidates with Bachelor´s Degree, minimum 2 years of work experience in ​​international cooperation and in local development, decentralization, local management, community participation. 
  • Capacities to develop inter-institutional alliances and apply RBM.
  • Be able to lead work teams.
  • Solid knowledge of the Office package: Microsoft Word, Excel, Power Point.

Desirable experience:

  • Added value is considered for experience in food safety issues.
  • Added value is considered for previous experience in the design and implementation of international collaborative projects.
  • Added value is considered for skills to write reports, systematizations, publications, etc.

Language requirements:

  • Fluency in Spanish.
  • Knowledge of basic English language spoken, written, and reading interpretation.
