Background

UNDP, in partnership with the National Parliament of Papua New Guinea and the Bougainville House of Representatives, has commissioned a project aiming at strengthening various aspects of both institutions. Recognizing the critical importance of both institutions to democratic governance, the Parliamentary Strengthening Project – Papua New Guinea and Bougainville, (herein the ‘Project’) will work with both legislatures to: 
  • Support Members of the legislature to more effectively use their parliamentary powers to engage in debate and oversight of national development activities, concerning critical topics such as improving public financial management, gender equality, reducing poverty through inclusive economic development, and building disaster and climate resilience, in particular through the use of Parliamentary Committees. 
  • Strengthen the capacities of Parliamentary Committees in both legislatures to undertake effective oversight of key government sectors, through transparent processes aimed at including the perspectives of communities, particularly women, in their deliberations.
  • Strengthen the capacities of key parts of the Parliamentary Service to assist their Members to discharge their mandates, in particular: (i) committee secretariat staff who assist committees to do their work (ii) research and library staff who can support MPs to take effective action on key issues by keeping them well-informed; (iii) public communications and outreach staff who can work with MPs and within the Secretariat to more effectively engage the public in the work of the National Parliament; and (iv) parliamentary ICT infrastructure.

UNDP is now seeking to engage a Project Administration and Finance Associate to work with a small team to deliver a range of activities in support of these outcome areas. The Project Administration and Finance Associate will be based in Port Moresby with regular travel to Buka and other sub-national locations in Papua New Guinea. 
 

Duties and Responsibilities

 The Project Administration and Finance Asociate will be required to provide the following services;
 
  • Contribute to timely day-to-day administrative and financial operations of the Project Management Team in close coordination with UNDP country office teams.
  • Assist all necessary financial disbursement and procurement of goods and services in a timely manner.
  • Provide timely guidance and support to the government partners on routine UNDP operational procedures and guidelines for implementation of projects.
  • Contribute to registration and maintenance of all project assets on a daily basis.
  • Contribute to revision of work plans and budgets.
  • Provide administrative support for workshops, field trips, and other activities.
  • Any other tasks and/or responsibilities as required for the implementation of the project and requested by UNDP management.

Finance 

  • Accounting (General): Knowledge of accounting concepts, principles, frameworks, standards, regulations, policies and trends, and ability to apply this to strategic and/or practical situations. 
  • Budget Management: Ability to support budgetary aspects of work planning process, drawing and management of team budgets.
  • Financial Reporting & Analysis: Understands changes in regulatory, legal and ethical frameworks and standards for financial reporting in the public sector. Ability to extract, evaluate financial data, derive relevant findings and present them in a meaningful and coherent manner to facilitate effective decision making and performance monitoring. Understands the benefits of integrated reporting, including non-financial resources such as human, social and intellectual capital, and environmental and governance performance.
  • Management & Cost accounting: Ability to produce periodic qualitative and quantitative performance reports to facilitate effective decision making and performance monitoring.   • Events management (including retreats, trainings and meetings): Ability to manage events, including venue identification, accommodation, logistics, catering, transportation, and cash disbursements, etc.
  • Travel policy and procedures: Knowledge of travel policy and procedures; ability to interpret travel policy, the Staff Rules, administrative circulars and financial regulations and rules on travel- related matter.

  • Ability to inspect, cleanse, transform and model data with the goal of discovering useful information, informing conclusions. 
 
Required Skills and Experience
 
Education:
  • Completion of Secondary education is required, specialized training on admin or finance is desirable.
Experience:
  • Minimum 6 years of relevant experience in administration, accounting, finance, project, or office management.
  • Good knowledge of MS Office and ability to learn and adopt to new systems. 
  • Experience working in the UN system 
  • Experience collaborating with government agencies, international organizations, and community leaders. 
  • Knowledge of UN regulations, rules, and procedures is an advantage. 

Language requirement: 

  • Fluency in spoken and written English.
