DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.
DRC Yemen’s response
Danish Refugee Council (DRC) has been operating in Yemen since 2008 using a protection of human rights framework. DRC initially worked in Yemen with mixed migrants coming from the Horn of Africa who are displaced by conflict and drought. Since then, DRC expanded its sectors of intervention and is now providing humanitarian assistance in nineteen governorates throughout the country. Current programme sectors include protection, food security & livelihoods, WASH, Shelter, humanitarian mine action and CCCM.
About the job
Overall purpose of the role:
Reporting to the Head of Programs and in direct coordination with the Area and CCCM Managers, the overall responsibility of the Yemen CCCM Coordinator is to monitor and coordinate assistance and protection, setting up and supporting governance and community participation mechanisms, managing and disseminating information, providing multisector feedback mechanisms, and
maintaining infrastructure. Primary focus is on sites where people are displaced (planned sites and collective sites), dispersed settlements (self-settled sites, rural self-settlements, unmanaged collective sites) and/or urban displacements and outside of sites. The Yemen CCCM Coordinator will work across all Yemen. In response to the critical and constantly evolving humanitarian situation in Yemen, DRC is leading a Consortium focusing primarily on CCCM, WASH, shelter, and protection programming at IDP hosting sites, the Consortium aims to improve overall coordination capacity while providing a wide range of site level services through direct implementation and advocacy. The CCCM Coordinator will represent DRC and contribute to the Consortium strategy, technical inputs and advocacy efforts. The CCCM Technical Coordinator, reporting to Head of Programmes for DRC Yemen, will be expected to work to:
• Provide strategic direction and technical support to CCCM initiatives
• Strengthen effective CCCM capacity of international and national staff
• Support advocacy initiatives undertaken at the field level
• Improve the accountability of the humanitarian response at IDP hosting sites
Main responsibilities :
Quality Assurance and Learning
- Lead the development, update and roll out of DRC CCCM strategy in Yemen;
- Lead the harmonization of CCCM methodology, tools, processes, and outputs to CCCM teams and externally with the implementing and consortium partners;
- Provide technical support and overall coordination in the design and implementation of CCCM programming through direct implementation as well as with local partners;
- Ensure integration with other DRC sectors such as Economic Recovery, Protection, WASH and Humanitarian Disarmament & Peacebuilding (HDP);
- Contribute to CCCM related MEAL planning and implementation;
- Ensure needs in IDP sites targeted by the actions are inclusive of host community needs;
- Ensure integration of protection considerations and gender-sensitive programming in CCCM and Shelter activities.
- Conduct frequent field visits to monitor the quality of CM and Shelter implementation;
- Improve utilization of site monitoring data in informing humanitarian response at IDP hosting sites as well as utilization of the data for analysis and advocacy purposes;
- Contribute to implementation of beneficiary feedback mechanisms at IDP hosting sites;
- Oversee protection and Age, Gender and Diversity (AGD) mainstreaming in all DRC CCCM and Shelter activities;
Technical Supervision
- Oversee the development of harmonized job descriptions and structures for protection teams across all areas and support recruitment of technical protection staff
- Provide technical supervision and guidance to all CCCM program leads across the areas.
- Identify technical gaps and support capacity building for protection teams, and contribute to setting performance objectives and performance appraisals of Protection Managers and Specialists
Advocacy and Resource Mobilization
- Identify core advocacy concerns for DRC CCCM programming and support field staff with advocacy;
- Engage the humanitarian community in mobilizing resources to target critical areas with services;
- Actively support field staff in holding humanitarian actors and other stakeholders accountable;
- Provide technical support and guidance to the field teams in assessments to support evidence-based advocacy.
Partnerships & Localisation
- Support the implementation of the country partnerships and localization strategy and align CCCM strategy.
- Support partner engagement, joint program design, capacity assessments and vetting.
- Support in the development and implementation of the capacity building plans to local partners;
External Representation and Coordination
- Represent DRC in relevant coordination forums and technical groups, and provide high quality technical inputs to maintain DRC’s reputation as one of the leading protection actors in Yemen
- Directly attend the national level protection-related coordination meetings and supervise DRC’s representation at the sub-national level
- Act as the main sector-level point of contact with donors as requested by HoP, including providing protection program updates and support donor visits to the field
- Liaise with local, regional, and national government authorities and relevant stakeholders Identify opportunities for partnerships and develop collaborative relationships with local and national civil society actors towards achieving sustainable protection outcomes
Grants, MEAL and IM
- Lead on the development of CCCM technical inputs into grant proposals in coordination with the Grant Management Unit and act as a focal point for specific project to monitor spending, progress and revisions required.
- In coordination with the Grants Department produce quality reports to ensure accurate, coherent and timely reporting
- Support setup of centralized CCCM reporting and information management systems;
- Support efforts to harmonize CCCM tools, processes, procedures, and information management;
- Support efforts to collect and aggregate accurate and up-to-date information on IDP hosting sites;
- Support the CCCM team with generating and disseminating visual information products;
- Provide technical support during the proposal development in line with cluster guidelines;
Other
- Ensure adherence to DRC’s Age, Gender, and Diversity policy and AGD programmatic minimum standards
- Ensure compliance with zero-tolerance to Sexual Exploitation and Abuse policy
- Ensure documentation and consolidation of success stories, in coordination with DRC’s communications team, which can be communicated externally and to ensure that DRC is able to articulate and document relevant best practice.
- Ensure compliance with DRC guidelines and policies on HR, admin, finance, and supply chain in accordance with the Operational Handbook
- Perform other relevant tasks as requested by and in discussion with the Head of Programme

About you
Experience and technical competencies
- At least six years INGO experience, including at least three years in management or coordination in insecure environments.
- Significant professional knowledge of CCCM strategies, policies, and modalities.
- Proven experience in strategic planning and organizational development.
- Proven experience in managing and supporting CCCM teams with technical guidance and training.
- Strong capacity in inter-agency coordination and networking.
- Strong analytical, organizational, and management and leadership skills.
- Demonstrated ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, supervision and performance.
- Proven commitment to accountable practices and knowledgeable of quality assurance systems.
Hands on experience in leading staff in insecure locations and strong human resource
- management skills in general.
- Good communicator and proven diplomacy with all types of stakeholders.
- Fluent and articulate in spoken and written English.
- Ability to work independently, but also coordinate effectively as part of a team.
- Ability to lead a multi-cultural team with a high level of respect for local culture.
- Strong computer skills (MS Word, Excel, Outlook and Power Point).
- Ability and willingness to work and live in diverse, challenging and potentially unstable environments.
Preferable:
- Previous experience in working in a consortium.

Education:
• Master's degree in any relevant field.
Languages:
Fluency and efficient communication skills in spoken and written English and Arabic.

We offer
Contract length: We are providing one year contract, renewable depending on funding and performance. This position is reporting to the Head of Progreamme.
