Context
UN Women Somalia has been present in Somalia since 2015 and recently finalized its Strategic Note (2022-2025) aligned with the UN Cooperation Framework (2021-2025) and the Somalia National Development Plan-9 and the Humanitarian Response Plan. Within this plan, targeted gender equality and women’s empowerment interventions are undertaken to increase development effectiveness. The key programmatic areas for UN Women Somalia elaborated in the Strategic Note and annual work plan include women’s leadership in peace, security and humanitarian response, promoting women’s economic empowerment and humanitarian action, among others. Somalia experienced a devastating drought in 2022, affecting nearly half of its entire population, or approximately 7.8 million people. Currently, around 7.1 million people are experiencing acute food insecurity, with over 214,000 individuals experiencing emergency and catastrophic levels of hunger and famine-like conditions. Women and girls face increased risks of gender-based violence (GBV) due to multiple displacements who constitute 80% of overall displaced population thereby requiring attention and focused interventions and assistance. The lack of a gender-responsive approach to humanitarian/crisis response not only overlooks the distinct needs and vulnerabilities of women and girls but presumes that women and men benefit equally from humanitarian action and recovery. By underpinning humanitarian and recovery strategic planning and programming with gender analysis based on sex and age disaggregated data, the needs and vulnerabilities of all the women, men, girls and boys of crisis affected populations can be adequately addressed. To address this need, UN Women is expanding and strengthening its humanitarian action, crisis prevention and response capacities through technical support in humanitarian contexts. One of UN Women’s frameworks for crisis response is the Leadership, Empowerment, Access and Protection in crisis response Flagship Program (LEAP), a Flagship programme designed to ensure that women and girls affected by crisis lead, participate In, and benefit from relief and response efforts. Reporting to the Country Program Manager, UN Women Somalia, the Gender and Humanitarian Program Analyst is responsible for the substantive coordination, technical support and advocacy on integration of gender in humanitarian programming in Somalia.
Task description
Within the delegated authority and under the supervision of Country Program Manager, or his/her designated mandated representative(s), the UN Volunteer Gender and Humanitarian Program Analyst will undertake the following tasks: 1. Contribute technically to the development of programme strategies in the area of Gender and humanitarian action: • Provide substantive inputs to the design and formulation of programme/ project concept notes, proposals and initiatives; • Identify opportunities, identify programmatic areas for support and interventions related to Gender and humanitarian programmes; • Provide technical expertise and develop capacity and tools on gender analysis to inform multi-sectoral and multi/country humanitarian/crisis response planning and programming; • Provide technical support to development of country strategy documents, programme/ project proposals, briefs and other documents related to LEAP examining the links and potential synergies with other UN Women programmatic frameworks on humanitarian assistance and crisis response. 2. Provide substantive technical support to the implementation and management of the Gender and humanitarian programme: • Coordinate the development of project workplans, tracking matrix and budget monitoring; • Monitor implementation of humanitarian programme activities and projects; • Provide technical support during call for proposals, procurement processes through reviews and feedback of critical documents; • Review, coordinate and monitor the submission of Country Offices financial and narrative semiannual and annual reports; • Coordinate and assist the documentation of human-interest stories, provide technical inputs on the subject for the quarterly newsletter; 3. Provide technical assistance and capacity development to project/programme partners: • Provide technical advice, guidance, and tools to support effective implementation of humanitarian activities; • Build and manage relationships with partners and country offices to support implementation of humanitarian interventions; • Conduct surveys and research to identify capacity building needs of Somalia Office and partners and coordinate capacity building and training efforts; • Contribute to development of tools and strategies for capacity development of stakeholders and support in organizing and facilitating trainings; • Organize training for UN Women and partners on Results Based Management and monitor implementation. 4. Provide technical inputs to the monitoring and reporting of the programme/project: • Monitor progress of implementation of activities and finances of LEAP project using results based management tools; • Organize quarterly review meetings with project focal points to exchange and share information on current progress on implementation process and identify areas of support; • Coordinate the development, consolidation, review, and submission of narrative reports to the donor focusing on results, outputs and outcomes; • Support capacity development on quality reporting. 5. Provide substantive inputs to advocacy, knowledge building and communication efforts: • Develop background documents, briefs and presentations related to humanitarian action; • Coordinate the development of knowledge products, documentaries and best practices; • Organize for knowledge sharing events and activities including knowledge exchange visits and south to south learning; • Participate and contribute to UN Women humanitarian meetings and forums.
