Mission and objectives

UNDP’s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from the United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end”. UNDP/PAPP is a responsive development agency that works together with the Palestinian people to fulfil their aspiration for sustainable human development based on self-determination, equality and freedom.

Context

This United Nations Volunteers (UNV) assignments is part of two UNDP/PAPP projects in Jericho. The Palestinian Central Training Institute (CTI) Construction Works Project aim to respond to the need to complete phase II of the CTI construction projects – namely rehabilitation and completion of partially constructed CTI buildings, upgrade of water supply, and site plan upgrade and development. Two of the Required National Volunteers Civil Engineers will be required to work with UNDP team in this project. The second project JAIP Phase II - Wadi Rehabilitation Project, the project aims to improve the wadi crossing the Jericho Agro-Industrial (JAIP) Phase II, area to properly discharge the rainwater, and to continue the water channel constructed upstream by the neighbors and up to the downstream until the end of JAIP Phase II land property. One Civil Engineer will be required to follow up all the civil works of this project and prepare take offs and review contractor payments.

Task description

In the CTI project the Civil Engineers will be required to: Work with UNDP Engineers’ team to follow part of the works ongoing on the site, this will include: - Managing the whole contractor work at site for a specific building or infrastructure component. - Preparation of monitoring reports and reporting tools of the progress of the construction activities on sites. - Coordinate the above-mentioned tasks with other works and other Engineers included in the project such as electrical engineers, and mechanical Engineer. - Review contractor daily report and send back comments and corrections. Including daily photos for the site works. - Prepare a take-off – measurement sheets- for the completed quantities and review contractor payment requests based on the measurement sheets. - Conduct site inspection for all Civil and Architectural works under the Civil Engineer responsibility. - Ensure that the works meet the engineering standards in accordance with international codes and regulations. - Ensure that the works meet the environmental procedures within the works under responsibility. - Ensure that quality control procedures are in place during implementation of the works on site. - Follow and supervise all Health and Safety H&S requirements at site, Civil Engineer will be required to stop any activity that is not compliant with the UNDP H&S requirements. For the JAIP Wadi Rehabilitation project, the Civil Engineer will be required: Work with UNDP project Manager to follow all Civil works in the project, this will include: - Managing the whole contractor work at site including earth works and concrete works. - At the beginning of the project prepare a survey grid for the Wadi area to be able to control the quantities take off during construction works. - Preparation of monitoring reports and reporting tools of the progress of the construction activities on sites. - Conducts preliminary site investigations to obtain field data such as existing structures drainage and other services and facilities. - Review contractor daily report and send back comments and corrections. including daily photos for the site activities. - Prepare a take-off – measurement sheets- for the completed quantities and review contractor payment requests based on the measurement sheets. - Conduct site inspection for all Civil and Architectural works under the Civil Engineer responsibility. - Ensure that the works meet the engineering standards in accordance with international codes and regulations. - Ensure that the works meet the environmental procedures within the works under responsibility. - Ensure that quality control procedures are in place during implementation of the works on site. - Follow and supervise all Health and Safety H&S requirements at site, Civil Engineer will be required to stop any activity that is not compliant with the UNDP H&S requirements.
