Duties and Responsibilities

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of over 5.8 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance, protection and emergency assistance. The Agency is the largest UN operation in the Middle East with around 28,000 staff. UNRWA is funded almost entirely by voluntary contributions.
Background
The UNRWA Department of Planning (DP), located in Headquarters Amman, serves as a focal point for policy and strategy development, emergency management, quality assurance and report development.
The consultant will provide support to the planning and coordination of crisis response and emergency activities, with a particular focus on the coordination, drafting, monitoring and reporting of UNRWA emergency appeals.
Responsibilities

• Under the overall guidance and supervision of the Deputy Director in the Department of Planning, support the coordination and the development of UNRWA 2024 emergency appeals and ad hoc flash appeals for sudden onset emergencies as needed.
• Ensure regular monitoring and reporting against the 2023 emergency appeals. In this regard, compile inputs from fields and HQ departments and develop relevant sections of the reports, based on the task division agreed with the IM and Reporting consultant. Ensure overall coordination of the reporting process.
• Liaise with the Protection Division to ensure that gender, age and disability considerations are mainstreamed in the emergency appeals, relevant reports and other emergency response plans.
• Liaise with the Departments of Finance and Donor Relations on the regular management of humanitarian operation plans, emergency funding allocations, identification of urgent needs and gaps.
• Provides assistance to the Director of Planning in developing and maintaining up-to-date emergency operating procedures and relevant manuals.
• Supports the Director of Planning in secretariat functions of relevant internal Crisis/Emergency Task Forces as needed.
• Acts as UNRWA representative at relevant technical level working groups, including clusters and inter-agency mechanisms.

Qualifications/special skills

Education :
An advanced university degree (Master degree or equivalent degree) in social or behavioural science, development studies, peace studies, public or business administration, or any related field. A first-level university degree in combination with one additional year of qualifying experience may be accepted in lieu of the advanced university degree.


Minimum qualifications and experience
• A minimum of five years of progressively responsible experience in humanitarian programming, emergency management, and/or programme management in international / humanitarian contexts
• At least two years relevant international experience outside of the applicant home country, country of citizenship or country where the candidate maintains permanent residence.
• Experience in emergency settings
• Experience in drafting reports and projects proposals related to emergency and early recovery interventions

Desirable experience:
• Relevant experience with or in the Middle East
• Working knowledge and experience of UNRWA’s operations

Conditions of service
• The duration of the consultancy is between 1 July and 30 September 2023, with possibility of extension
• The consultant is expected to work full time, based in the Department of Planning in UNRWA HQs in Amman
• Remuneration for this consultancy is set at US$ 6,000 per month
• Travels to the Agency’s area of operations may be required.
