Description for Internal Candidates

As part of its Democracy, Human Rights and Peacebuilding programme, NORCAP supports the UN Stabilisation Mission in the Democratic Republic of Congo (MONUSCO). MONUSCO works to protect civilians and consolidate peace in a country ravaged by war and internal conflict. Since 2009, NORCAP has provided experts within the fields of stabilisation, conflict related sexual violence and the women, peace and security agenda.

This position in based in the Joint Human Rights Office (JHRO) in Kinshasa, Democratic Republic of Congo for MONUSCO and has a duration of 12 months. The Human Rights Officer, transitional justice specialist position is under the direct supervision of the Coordinator of the Transitional Justice and Fight against impunity unit, and under the overall supervision of the Director of the Joint Human Rights Office.

Responsibilities for Internal Candidates

The Human Rights Officer will be responsible for the following duties:

  • Contribute to the operationalisation of transitional justice mechanism and processes and advise in the implementation of their mandates, mainstreaming international standards, ensuring a victim’s centered approach and the integration of gender-sensitive victim perspectives.
  • Advise stakeholders on policies, strategies, systems, methods of management and training needs
  • Contribute to the development of a communication strategy that supports national and provincial truth commissions in implementing their mandates.
  • Establish and maintain effective working relationships with national authorities, civil society, UN Agencies, Funds and Programmes and other relevant partners to coordinate efforts
  • Contribute to JHRO’s mandate of advising national authorities on national legislation relative to transitional justice processes.
  • Conduct substantive research and analysis of human rights issues/events, assesses their impact and ensures these issues, including their gender equality dimensions, are taken into account to better inform transitional justice mechanisms.
  • Develop and, where appropriate, coordinate initiatives to strengthen the response to systematic and/or emerging patterns of human rights violations and abuses, including in relation to conflict-related sexual violence, specifically in the context of, but not limited to, transitional justice processes and mechanisms.
  • Provide technical assistance in the strategic drafting and adoption of methodological tools necessary for the operation of the reparations fund and truth, justice and reconciliation commissions, in line with international norms and instruments.

Qualifications for Internal Candidates

To be considered for this role, you need to have:

  • An advanced university degree (Master's degree or equivalent degree) in law, political science, international relations, social sciences, or related field.
  • A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

And

  • A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law, or related area.
  • Experience in contributing to transitional justice related activities.
  • Excellent analytical and drafting skills.
  • Experience working on or with community-based reconciliation and reintegration process.
  • Previous experience in a United Nations, or UN Common system field operation.
  • Experience in advising a truth commission.
  • Experience in programme management is an asset.

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French (both oral and written) is required.

  • Knowledge of human rights issues and ability to identify related problems in their political, ethnic, racial, gender equality and socio-economic dimensions.
  • Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures.
  • Research and analytical skills, including ability to identify and participate in the resolution of human rights issues.

Communication:

  • Speak and writes clearly and effectively.
  • listen to other and correctly interprets messages from others and responds appropriately.

Planning and organising:

  • Develop clear goals that are consistent with agreed strategies.
  • Identify and adjust priority activities and assignments.
  • Allocate appropriate amount of time and resources for completing work.
