Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Cameroon, UN Women is implementing its New Strategic Note for the period 2022-2026, which focuses on four impact areas (Governance and Participation in Public Life; Economic Empowerment and Resilience; Ending Violence Against Women and Girls; Peace and Security, Humanitarian Action and Disaster Risk Reduction). This Strategic Note is operationalized through Biennial work plans.

Specific to Women Economic Empowerment (WEE) and livelihoods component, UN Women Cameroon CO has been funded to provide technical assistance to cooperative management and administration, through training. UN Women also seeks to Improve the productivity and reduce time and labor burdens of women, promote opportunities for women farmers to participate in, and move up the green value chain, develop entrepreneurship , to help women generate livelihoods and improve their economic status.

Reporting to the Programme Coordinator WEE, the Programme Associate provides programme support to the effective management of UN Women programmes in the Cameroon CO by contributing in the programme design, formulation, implementation and evaluation.  The Programme Associate supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Associate works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio

Duties and Responsibilities

1. Contribute technically to the development of programme strategies in the area of Women Economic Empowerment

Provide technical inputs to the design and formulation of programme and project proposals and initiatives

2. Provide technical support to the implementation and management of the WEE programme and livelihoods

  • Provide inputs to the annual workplan and budget as required;
  • Support Coordination and monitoring of the implementation of programme activities;
  • Support Coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Provide support in identifying the various support needs of women's cooperatives and support the implementation of activities with UN Women partners
  • Provide training to partners including women's cooperatives

3. Provide technical assistance and capacity development support to project and programme partners

  • Provide technical support to and technically oversee the implementation of programme activities with partners and beneficiaries.
  • Identify opportunities for capacity building of partners and beneficiaries  and coordinate and facilitate technical/ programming support and trainings to partners and beneficiaries as needed.

4. Provide technical inputs to the monitoring and reporting of the programme and project

  • Support to Monitor progress on programme activity, results and indicators;
  • Support to Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

5. Contribute to building partnerships and resource mobilization strategies

  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

6. Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations related to Women Economic Empowerment and livelihoods
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge management products on WEE

Required Skills and Experience

Education and certification:

  • Bachelor’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required
  • Certificate in project management and RBM is an asset would be an added advantage.

Experience:

  • At least 3 years of relevant work experience in programme/project implementation,  monitoring and evaluation, donor reporting and capacity building;
  • Professional experience in gender, women's rights, economic and social development issues;
  • Good mastery of ERP systems
  • Experience in the Women Economic Empowerment and livelihoods areas is an asset;
  • Experience coordinating and liaising with government agencies and/or donors.
  • Working experience with the United Nations System is an asset

Language Requirements:

  • Fluency in English and French is required;
  • Knowledge of the other UN official working language is an asset;
