Organizational Context

Under the supervision of the Regional HR Manager, the Senior Officer, Talent Management and Staff well-being, is responsible for planning, coordinating and facilitating various region-wide talent management activities and programs including learning and development opportunities, new joiner inductions, internship programs and succession planning.

The incumbent has responsibility for performance management process coordination and requires an in-depth knowledge of talent management practices as well as strong business acumen.

Moreover, the incumbent champions staff well-being building in the Europe Region and Global Services Centre to raise awareness and prevention. 

Job Purpose

Talent management and staff development

  • Plan, organize and facilitate various talent management activities such as orientation sessions for new employees, learning and training sessions, learning forums etc.
  • Identify learning priorities across the region and develop a regional staff development strategy and action plan (including technical, behavioral and leadership development).
  • Create a learning environment where staff can continuously develop to be their best. This includes promoting learning, training and development opportunities and advising managers and staff regarding responsibilities for staff development.
  • Advise and guide staff and managers on the selection and delivery of personal development tools to support them in their career development. (Including mentoring and coaching opportunities).
  • Provide advice on the identification, development, and retention of talent, in collaboration with relevant colleagues.
  • Identify critical positions in the Europe Region and Global Services Centre, contribute to the creation of career pathways and the development of sustainable succession plans.
  • Participate in the development and management of regional talent pipelines (including internship programs) and succession planning initiatives, with a particular focus on positions that are difficult to fill.
  • Enter, maintain and monitor probation period reviews in the HRM system, accompany new joiners during their first months and collect feedback related to onboarding and induction.
  • Monitor access and completion rates of compulsory training on the Learning Platform; report regularly to Management on such rates, suggest strategies for improving completion rates.

Performance management

  • Plan, coordinate, and manage the Performance Review and Assessment (PRA) Process in the region, provide information and training sessions for staff and managers, and answer employee and management questions.
  • Advise and supporting staff and managers in carrying out performance discussions as needed.
  • Advise and support managers to address performance gaps and provide guidance and HR technical assistance for improvement processes
  • Monitor access and completion rates of PRA; report regularly to Management on such rates, suggest strategies for improving completion rates

Staff well-being

  • Oversee the regional IFRC psycho-social program; propose initiatives to strengthen awareness around wellbeing.
  • Contribute to the development of policies that promote staff well-being.
  • Liaise with the Global Senior Officer, Staff Health and Well-being on staff well-being related issues and initiatives as needed.

Contribution to the building of an effective, high-quality HR team

  • Contribute to the continued improvement of regional HR metrics and their tracking to generate valuable information and facilitate decision making.
  • Be actively involved in broader projects and policy development activities and contribute to wider process improvement initiatives.
  • Ensure support in registering and updating master data in the organization’s HR systems.

Provide back-up support in the absence of other team members.

Job Duties and Responsibilities (continued)

  • University degree in HR or related field. A combination of a first-level university degree and extensive relevant experience may be accepted in lieu of an advanced university degree.
  • Professional HR qualification is preferred

Education

  • At least 5 years of relevant working experience.
  • Demonstrated HR professional experience in a multicultural, n international, matrix organization (IO, NGO, corporate)
  • At least 3 years Talent Management experience
  • Understanding of and experience of working with the International Federation/ICRC and/or the RCRC National Societies is preferred
