BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

In July 2022, the World Food Programme (WFP) started a new cycle of Country Strategic Plan (CSP) in Mozambique. This second-generation CSP consolidates WFP’s role as a technical advisor and positions WFP as an expert technical partner of choice in supporting national priorities and programmes in pursuit of the 2030 Agenda.

Climate risk has a central role in Mozambique seen the high level of exposure and vulnerability of the country, and this component is crucial in this new programming cycle of WFP. To this end, WFP is strengthening the integration of innovative disaster risk financing mechanisms like anticipatory actions, forecast-based financing and macro insurance schemes in its programming as well as supporting the Government in the development of such initiatives at national level, within the framework of the current legislation. This also includes embedding these innovative approached throughout the disaster risk management cycle, from preparedness to response and strengthening solutions to scale up, like the linkages with the national shock-responsive social protection programmes.

WFP is looking for a Programme Policy Officer with a strong expertise and relevant professional background to lead the DRF Team and push the DRF agenda forward vis-à-vis the government of Mozambique, the donor community and other key stakeholders. 
 

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Disaster Risk Reduction/Management, Climate adaptation, Agriculture, Economics, Political Sciences, International Law, International Development, or meteorology, hydrology, environmental science studies or First University Degree with at least three years of related work experience.

Experience:

• At least 1 year of progressive postgraduate professional experience in Disaster Risk Financing/Disaster Risk Management sector. 
• Experience with anticipatory actions, forecast-based financing, macro or micro insurance, including being familiar with vulnerability and risk mapping, climate and weather forecast and monitoring indicators and triggers.
• Experience with government capacity strengthening.
• Experience in the establishment of partnerships with public and private sector actors and understanding of policy issues.
• Proven experience of working with governments, donors, UN agencies and NGOs is mandatory.

Language:

• Fluency (level C) in English. 
• Fluency (level C) in Portuguese.

KNOWLEDGE & SKILLS:

• Sound knowledge of project implementation, programme and resource management, humanitarian principles, and transfer modalities.
• Ability to explain projects, operations, strategy and vision to counterparts and ability to communicate with Government and partners clearly and effectively, both orally and in writing.
• Ability to translate understanding of programme principles and policies into relevant, effective, and context specific approaches.
• Good networking skills and capacity to build and maintain professional contacts.
• In-depth understanding of WFP program, objectives and strategic priorities. 
• Solid organizational skills including attention to detail and multitasking skills.
 

RESPONSIBILITIES:

Under direct supervision of the Deputy Head of Programme, the Programme Policy Officer will be responsible for the following duties:

• Lead the DRF programmes throughout the programme management cycle (planning, implementation, monitoring, and evaluation), ensuring compliance with WFP standards and procedures. 
• Lead strategic engagement of WFP Mozambique with relevant government institutions, especially the Disaster Risk Management Institute (INDG), the Ministry of Economy and Finance (MEF) the National Metheorologic Institute (INAM), the Ministry of Agriculture and rural development (MADER) and other line ministries contributing to disaster risk management and reduction. 
• Provide technical advice to government counterparts on a variety of disaster risk financing tools (anticipatory action and forecast based financing, sovereign insurance, multi-hazard integrated early warning systems for drought, flood, and tropical cyclones).
• Lead capacity strengthening initiatives at all levels and foster experience sharing, including through South-South and Triangular Cooperation on DRF.
• Coordinate with other Programme teams and Units within WFP to contribute to integrated programming, promoting the integration of early warning systems and anticipatory actions into the shock responsive social protection approach and climate change adaptation initiatives. 
• Lead internal capacity strengthening initiatives targeted to staff based at field and central level.
• Liaise with donors and other stakeholders within the Disaster Risk Management sector (Food Security Cluster, Disaster risk reduction Partners Group, UNSDCF Strategic Priority Area 3 Climate Resilience Group, etc) to mobilize funds and foster establishment of partnerships. 
• Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
• Ensure donor contributions are consumed in a timely fashion, in line with WFP’s internal rules and in compliance with clauses included in the contractual agreement with the donor. 
• Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
