Global Surge Team - Community Engagement and Accountability

Job location: Homeworker, with deployments up to 75% of the year
Salary: £38,500 per annum

Are you a skilled and experienced specialist in the field of Community Engagement and Accountability to Affected Populations (CEA/AAP)?

The British Red Cross is now seeking to recruit a Community Engagement and Accountability (CEA) specialist to join our Global Surge Team and provide immediate technical capacity to field operations. 

This role increases our capacity to provide assistance at short notice in the area of Community Engagement and Accountability to Affected Populations to RCRC Movement activities across the world, during any stage of the Disaster Management Cycle. This is done through a combination of operational deployments and capacity building activities.

Key Responsibilities

The points mentioned below form a description of the core activities of this role. Exact duties and responsibilities will vary depending upon the nature of individual deployments or tasks/activities being undertaken - and will be specified in supplementary mission-specific ToRs. 

  • Provide CEA technical support to response, recovery and capacity building operations undertaken by the RCRC Movement (IFRC, ICRC, and BRC). This includes ensuring that safe and inclusive (S&I) ways of working are mainstreamed throughout said activities. 
  • Develop clear, resourced, and costed CEA activities and support the implementation of such activities (for the duration of deployments).
  • Increase awareness, advocate for, and strengthen the capacity of partner RCRC National Societies in the area of CEA. This may require support to the National Societies to strengthen existing or establish and implement new workplans that institutionalise CEA as both programmatic and organisational levels, including support to deliver trainings where necessary. 
  • Represent BRC (or IFRC, ICRC) at community or local official level, and at inter-agency, governmental coordination mechanisms and other technical coordination forum, meetings and sector and technical working groups. Foster co-operative alliances where appropriate, and further position BRC (and the wider RCRC Movement) as a key actor in CEA/AAP

This role may be for you if...

You have significant understanding of community engagement and accountability to affected populations, preferably with experience of institutionalising CEA and building CEA approaches with National Societies or partners. 

You have a strong knowledge and understanding of emergency and development issues and associated good practice, including minimum standards for disaster response (eg. SPHERE, SEEP)

You have knowledge of good practices in performance and accountability including programme cycle management (PCM), Monitoring and Evaluation, and learning. Understanding of Protection, Gender and Inclusion and PSEA are also desirable.

You have significant practical field experience of designing and establishing beneficiary accountability and systems (including information management); and using participative approaches. 

You have experience of delivering training and/or capacity building, and/or delivering presentations to large workshops.

You are prepared to deploy at short notice, for up to 3 months at a time.

About the team

The Global Surge Team is part of the Emergencies Team in the International Directorate of the British Red Cross, made up of highly trained professionals ready to be deployed anywhere in the world at short notice. The Global Surge Team provides surge capacity to the whole of the RCRC Movement. This surge capacity is utilised throughout the whole Disaster Management Cycle (Disaster Risk Reduction, Disaster Preparedness, Emergency Response and Emergency Recovery). We support when and where there is a need to provide immediate capacity both to the Movement field operations and to BRC's programmes at short notice and on deployments of up to three months.
