General Background

The OEC: The Organisation of Educational Cooperation (OEC) is an international intergovernmental organisation, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.

Under the article 1.2.a and 1.2.b of the constitutive charter of OEC the Deptt of Systems Enhancement and Endogenous Development is set up to perform the following core functions, to:

  1. Provide Technical support, from a systematic perspective, in order to build balanced and inclusive educational systems
  2. Provide technical support and institutional capacity building in the areas of systemic governance, policy formulation and leadership development
  3. Host and Administer OEC Institute of Training

Role Summary

Under the overall authority of the Secretary General, guidance of the USG, SEED and the direct supervision of the chief of Section, Institutional Capacity Building & Policy Support , the Senior Specialist , Institutional Capacity Building would be responsible for closely working with the larger SEED team and the members states on the aspects of Strengthening the Public policies and , Institutions , building leadership capabilities to ensure that the 4 pillars of BIE are integrated and adequately reflected across educational system.

Duties

  • Development of modules for capacity building of key officials around curriculum review and transformation;
  • Input into the diagnostic tool for member states to undertake review of their existing curriculum frameworks, modules and associated documents to examine the depth and extent of integration of 4 key pillar of BIE, identify gaps and areas of assessment;
  • Work with officials / specialists in member states in designing and developing transformative curricular framework reflecting the true spirit of BIE;
  • Identify and collate relevant knowledge / expertise around the area of assessment to feed into Curriculum reform processes and systems in the countries of global South.

Competencies

  • Strong proven experience in the area of curricular aspects including frameworks, designing and development;
  • Demonstrated experience in working with stakeholders in the curricular space, and curriculum development institutes;
  • Excellent proven experience in developing tools, techniques, process guidelines around curricular reform and revision;
  • Familiarity with and experience in working in the area of mother tongue education;
  • Strong oral and excellent written communication skills;
  • Ability to draw clear, concise and executable work plans;
  •  Strong conceptual thinking skills and ability to put the same into action;
  • Ability to operate sensitively and effectively in a multicultural environment and deal with cross-cultural sensitivity.

Qualifications

  • At least 5 years of direct work experience in the area of organisational development, change and leadership in a reputed National – International entity/ institute, government;
  • At least 5years of progressive work experience around supporting institutional capacity enhancement adopting systemic transformation approach of governance and policy formation;
  • At least 5 years of experience in building tools, techniques, process guidelines around the review of Institutional capacities and development of a road map thereon;
  • Master’s degree (or higher) in Educational Leadership and Institutional capacity enhancement, organizational development, change and leadership from a reputed institute.

Language Requirements

Candidate must at least be fluent in English; additional knowledge of one or more other official languages (French, Arabic, Spanish) will be treated as an asset.
