Since 1979, Trickle Up has been enabling extremely poor people to build resilient livelihoods and emerge from the cycle of poverty by adopting the graduation approach. We target those who are most socioeconomically excluded across Asia, Africa, and the Americas- women, youth, persons with disabilities, indigenous people, refugees, and other vulnerable groups who live beyond the reach of most social services and development programs. We drive large-scale change for these populations by partnering with governments, global institutions, consortiums and local organizations.
 
Trickle Up has worked with in over 40 countries around the globe, guiding over 400,000 individuals toward greater self-reliance and stability for themselves and their families. In India, Bangladesh, and Vietnam, Trickle Up has reached more than 200,000 extremely poor women since 2014 with economic and social inclusion programming. We began working in India in 1983 and have since made it the cornerstone of our regional work, with projects in 22 districts of Jharkhand, Odisha, and West Bengal states—and particularly in the deeply rural, isolated areas that are home to many members of scheduled castes, schedule tribes and Particularly Vulnerable Tribal Groups (PVTGs).
 
Project Overview
 
Trickle Up is one of the members of Care to Play Collective consists of five organizations have 70+ years of operational experience in more than 15 States across India. The collective is invested in ensuring children are cared for during the first 2000 days and mission oriented towards sustainable development outcomes for low-income families. A collective of agile organizations with individuals from diverse backgrounds, including community members. Each member plays a key role in the life cycle and ecosystem of a low-income family in India. Saajha and Rocket Learning ensure that children are supported by informed parents with resources to create a safe learning environment for children to thrive inside and outside of their homes. Trickle Up and Indus Action cultivate community leadership for mothers and caregivers, gain agency and make informed economic decisions at family and community levels by raising awareness of legislated rights, creating economic opportunities and social inclusion. The Senior Leadership of all organizations will operate through a Steering Committee anchored by IDinsight. It will aid data driven interventions and decisions to improve the outcomes.
 
Position Overview
 
TU is seeking an experienced Project Management professional with substantial experience of working on livelihood of poor communities /economic inclusion in urban context. Reporting to the Program Director, the Technical Support (Consultant) will collaboratively work with the other partner teams of Care to Play at the Project Monitoring Office (PMO) of the collective and will lead the facilitation and management of activities earmarked for Trickle Up. The Technical Support (Consultant) for the Care to Play program will lead on the facilitation and management of this innovative project. The Technical Support (Consultant) will work with facilitation, management and Technical support Partners, different Government agencies and other relevant stakeholders to ensure that all project mandates are delivered as per plan ensuring required quality parameters.
 
Contributing to the collective mission of Care to Play, the Technical Support (Consultant) will be engaged with the parent engagement groups (PEGs) to build livelihoods and agency to strengthen individual and family wellbeing. Working with different cohorts of care givers, specifically women, she/he will ensure sustainable economic empowerment of women through coaching, financial literacy and business training, and participation in savings and loans at Anganwadi level. She/he will organize mothers into SHG collectives to pursue private channels of raising savings, capital, and mutual support.
 
Principal functions
 
Management and Oversight of Program facilitation and management
  • Lead facilitation and management of Trickle Up’s activities under Care to Play ensuring
  1. supporting on developing/refining program plan,
  2. orienting all stakeholders to respective roles and responsibilities; and
  3. overseeing facilitation and management of planned activities (including identifying areas of concern on a timely basis).
  • Manage the successful execution of the program in line with program plans, complying with the requirements and regulations of both Trickle Up and the Care to Play collective.
  • Ensure that working with TU M & E staff, that program progress and outcome data is systematically collected and utilized to assess performance. Facilitation during monitoring and evaluation systems and provide necessary information of the pilot as and when necessary.
  • Regularly communicate program progress, results, and lessons learned to colleagues, other members of the collective to support organizational learning and external representation.
  • Utilize monitoring and evaluation data and lessons learned to inform adaptive management of programs.
Collaboration with the Care to Play Collective & Networking
  • Ensure that Trickle Up’s activities and approaches are appropriately integrated in the program design and are facilitation in accordance and harmony with the activities and processes undertaken by the other organizations of the collective
  • Be responsible for and supervises the work of consortium and implementing partners, ensuring that technical quality and standards are considered and respected during the project implementation.
  • As the representative of Trickle Up in the Care to Play collective, participate in all relevant deliberations, review forums and provide required information, suggestions and guidance in the group for effective implementation by all partners.
  • Maintain contacts with local government bodies / authorities to ensure their cooperation and convergence with program activities.
  • Disseminate and share best practices and successes with relevant stakeholders including government bodies and INGOs, NGOs etc.
  • Identify local resources that can support / compliment TU India’s efforts in the project.
Training and Capacity Building
  • Facilitate and lead the capacity-building of care givers, PEGs, SHGs on thematic areas including livelihood development, financial inclusion, convergence with government initiatives etc.
  • Build coaching models across programs and monitor the progress of project participants based on the coaching provided.
  • Support development of training and knowledge tools for improvising coaching in the intervention community with focus on areas of promotion of sustainable livelihood.
Reporting, donor compliance and Learning initiatives
  • The Technical Support (Consultant) shall be the first node of data management and reporting as per the agreed Monitoring & Evaluation timeline of the program. He/She is responsible for drafting the periodic progress reports to be shared with donor and other relevant partners and government bodies.
  • For any evaluation and compliance visits organized by Trickle Up or the donor the Technical Support (Consultant) shall be responsible.
  • The Technical Support (Consultant) shall be responsible to support the rolling out of the learning initiatives agreed in the Care to Play Program and provide feedback on the system at regular interval of time as agreed in the M & E timeline for the program.
Qualifications & Experience
  • Master’s degree in social science/ Development Studies/Social Work / Agriculture/ Business Management with Minimum 8 years of proven work experience in working with poor communities in designing, management and implementing and monitoring, of livelihood support program.
  • Proven experience of handling projects involving linkages with Govt. departments/ agencies, NGOs, National/State/ local organizations.
  • Written and spoken language competencies in Hindi & English language.
  • Prior experience of working in Delhi NCR & working experience in consortiums is preferable.
