Under the overall guidance and supervision of the HFU Program Cycle Manager, the National Humanitarian Programme Officer provides substantial support and oversight to the overall project cycle management, administration and execution of varied and inter-related operational activities in one of the largest country-based pooled fund, with over US$100 million in funding per year over the last two years In this role, the incumbent will ensure high quality, accuracy and accountability of the work performed. The National Humanitarian Programme Officer promotes a client, quality and results-oriented approach. The National Humanitarian Programme Officer will also work in close collaboration with all members of the HFU, which hosts the Syria Cross-border Humanitarian Fund (SCHF), other staff in other OCHA Turkiye units and in other UN agencies staff to exchange information and ensure consistent and quality service delivery.

Position Purpose
This position is located within the Humanitarian Financing Unit (HFU) for the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Turkiye. The HFU currently oversees and manages the Syria Cross-border Humanitarian Fund (SCHF). The post is based in Gaziantep, with possible travel to field locations such as Antakya and Kilis. The incumbent reports to the HFU Program Cycle Manager and works closely with the various sections of the HFU, as well as the Coordination, and the Information Management Units of OCHA Turkiye.
Key Duties and Accountabilities
Under the overall supervision of the OCHA Head of the Humanitarian Financing Unit and under the day-to-day guidance of the HFU Program Cycle Manager, the National Humanitarian Programme Officer is expected to perform the following tasks:
Within delegated authority, the Associate Humanitarian Affairs Officer/Programme will be responsible for the following duties:
• In consultation with a Humanitarian Affairs Officer, assists in the design and preparation of studies on humanitarian, disaster, emergency relief and related issues and in various follow-up activities.
• Researches, analyzes and presents information gathered from diverse sources on assigned topics/issues.
• Contributes to the preparation of various written documents, e.g., drafts sections of studies, background papers, policy guidelines, donor reports, annual reports, etc.
• Develops and maintains reference/resource information on specific topics or policy-related issues; responds to various inquiries and information requests internally and externally.
• Assists in the production of appeals for international assistance; ensures the proper use and spending of donor contributions channeled through OCHA.
• Assists in the organization of meetings, seminars, conferences, workshops, etc. with other agencies and partners to facilitate exchanges of professional expertise and views on specific humanitarian-related subjects/issues; serves as reporter to such events.
• Maintains awareness of current humanitarian affairs, humanitarian financing and related issues, to include relevant political, policy, gender considerations or other developments in specific subject area, country or region concerned.
• Participates in technical assistance, disaster assessment or other missions.
• Assists with communications products, writing, editing, researching, translating.
• Assists with maintenance of the website and social media accounts.
• Participates in project/programme formulation and mobilization of relevant resources.
• Performs other duties as required.
Assist OCHA Turkiye HFU in identifying significant humanitarian issues and developing suggestions and approaches to problem solving and help meet organizational objectives and provide sound analytical inputs and support to the coordination of humanitarian action.
Requirements:
Education
• An advanced university degree (Master's degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field, is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree
Experience, Knowledge, and Skills
• A minimum of two (2) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or related area, is required.
• Proficiency in English is required
Desirable:
• Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is desirable.
• Experience in project management and monitoring in humanitarian setting is desirable.
• Proficiency in Arabic is desirable
• Experience in managing multi-donors fund is desirable.
• Experience in a humanitarian context within the UN common system or in a comparable international organization is desirable
• Experience with the United Nations is desirable
