Org. Setting and Reporting

The Asia and Pacific Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations, regional civil aviation bodies and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies and decisions. The Regional Office also provides technical guidance and assists States with implementation of ICAO Standards and Recommended Practices (SARPs), Procedures for Air Navigation Services (PANS), aviation safety and air navigation plans. The importance of the Regional Office’s role in providing implementation support has been reiterated with the ICAO No Country Left Behind (NCLB) initiative that also contributes to the attainment of UN Sustainable Development Goals.

Within this framework, the incumbent reports to the Regional Director (RD) through the Deputy Regional Director (DRD) with whom s/he consults on complex technical assistance issues. S/he also coordinates with the Technical Co-operation Bureau (TCB) and Air Navigation Bureau (ANB) on technical assistance matters as well as on technical cooperation matters, and with the Air Transport Bureau (ATB) on matters related to economic analysis and policy, and performs other duties as required. S/he is responsible for maintaining liaison and coordination with civil aviation authorities, service providers of States and external agencies in the Asia Pacific Region to provide implementation support under the new ICAO Policy on Implementation Support.

The incumbent supervises and delegates tasks to one Assistant (GS) on the implementation support work / Air Transport matters as well as to secondee(s) as applicable.

Responsibilities

Function 1 (incl. Expected results)
Enhances the activities in the States to which the office is accredited in the field of Technical Assistance/Cooperation, achieving results such as:
• Establish and maintain durable contacts with the relevant authorities of States and international/regional civil aviation bodies, with a view to strengthen and raise the profile of ICAO in technical assistance/cooperation activities, achieving high visibility of activities of ICAO, and promoting the ICAO Implementation Support technical co-operation and assistance programmes.
• Discuss and advise States on the formulation of requests for technical assistance as well as related documents including resource mobilization.
• Assess assistance needs of States and identify new project opportunities, including but not limited to capacity building and procurement of services and goods.
• In coordination with the Technical Co-operation Bureau (TCB), develop draft Terms of References for new projects.
• In coordination with TCB, facilitate assistance from financial institutions for ICAO’s implementation support endeavours.
• Review project proposals developed by TCB as required.
• Coordinate work of ICAO with that of other organizations to ensure harmony in the delivery of assistance and attend meetings of such organizations as required.

Function 2 (incl. Expected results)
Develops, in coordination with TCB, Regional technical cooperation and assistance initiatives as well as other projects as agreed to between the Regional Director and Director TCB/Air Transport Bureau (ATB)/Air Navigation Bureau (ANB) in terms of the Regional Office Manual, achieving results such as:
• Advise and support the Regional Director on the technical direction provided to regional projects and programmes including Cooperative Development of Operational Safety and Continuing Airworthiness Programme (COSCAPs), Cooperative Aviation Security Programme – Asia/Pacific (CASP-AP), and Flight Procedure Programme (FPP).
• Participate in the development of Project and Programme Documents, in coordination with TCB, ATB and ANB, and subsequent revisions thereof, as required.
• Coordinate and prepare ICAO’s input and participate in project/programme review meetings.
• Assist in the preparation and implementation of Air Navigation and Safety projects of Regional Groups such as Asia/Pacific Air Navigation Planning and Implementation Regional Group (APANPIRG) and Regional Aviation Safety Group – Asia Pacific (RASG-APAC).
• Coordinate in the preparation and implementation of Environmental Protection projects such as assistance to State Action Plans.
• Support the selection of project and programme experts, following the procedure established by TCB, in coordination with the relevant regional officers, review applications received from TCB, and make appropriate recommendations.
• Review, in coordination with relevant regional officers, mission plans and requests of regional Technical Cooperation (TC) experts as applicable and make appropriate recommendations.
• Plan and coordinate with TCB the briefing and debriefing of TC experts prior to and upon completion of their assignments in the field.

Function 3 (incl. Expected results)
Evaluates and monitors the progress and effectiveness of regional technical co-operation programmes/projects and assistance projects as well as individual State projects as agreed to between the Regional Office and TCB and ANB in terms of the Regional Office Manual, achieving results such as:
• Monitor operational activities of regional programmes/projects including attending meetings of such organizations as required.
• Evaluate outcomes of regional projects vis-à-vis defined objectives, scope, timelines and milestones.
• Provide inputs in the evaluation of the performance of programme/project experts, including contract extensions.
• Provide recommendations for authorization of mission travel requests by programme/project experts.
• Recommend remedial action and follow up activities and provide necessary support.
• Monitor the effective administration of the ICAO Developing Countries Training Programme.
• As the regional coordinator of the Collaborative Arrangement for the Prevention and Management of public health events in Civil Aviation Asia Pacific (CAPSCA-AP) initiative, coordinate with Civil Aviation Authorities and public health authorities in States as well as the Aviation Medicine Section in ICAO Headquarters and conduct regional CAPSCA-AP activities including the CAPSCA meetings and serve as the meeting Secretary.

Function 4 (incl. Expected results)
Collaborates with the technical team within the office on activities related to the implementation support technical assistance/co-operation projects, programmes and activities, achieving results such as:
• Prepare mission briefs on technical assistance and cooperation for Regional Office missions to States.
• Collaborate with the Regional Officers on activities relating to implementation of the regional Aviation Safety and Air Navigation Plans, Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP-CMA) and Universal Security Audit Programme (USAP) Corrective Action Plans as well as special implementation support activities that may be established from time to time.
• Provide assistance to improve the implementation of State specific ICAO Plans of Action.
• Participate, represent and contribute on implementation support matters in Regional Office.
• Represent Regional Office within ICAO on matters related to implementation support with Global Aviation Training (GAT), Regional Safety Oversight Organization (RSOO) Cooperative Platform, Business Development and Implementation Support groups and resource mobilization initiatives.
• Assist in the organization of ICAO meetings as required as well as represent, participate and contribute to the meetings.
• Prepare and/or provide inputs to TCB and Regional Office for the Annual Council Report.

Function 5 (incl. Expected results)
Performs other functions related to air transport matters, achieving results such as:
• Disseminate and promote ICAO’s policies and guidance material on economic regulation of international air transport.
• Encourage States to follow ICAO’s policies on the taxation of international air transport.
• Assist in the organization, preparation and conduct of workshops on airport and air navigation services economics and management.
• Assist in organizing, preparing and conducting meetings of the Asia/Pacific Area Traffic Forecasting Group and statistics and forecasting workshops.
• Assist ICAO Headquarters, as applicable, in the organization, preparation and conduct of air transport events such as symposia, regional development fora and coordination with Host States of organizational arrangements.
• Collect and communicate to ICAO Headquarters developments in aviation infrastructure, including construction of new airports or terminal facilities in the region.
• Communicate to Headquarters the training needs of States in the field of aviation forecasting techniques.
• Approach States within the Region, as needed, to submit statistical data and obtain replies to State Letters relating to air transport issues.

Education

A first level university degree in an aviation-related field, engineering, air transport economics, business administration, or aviation law, is required. A technical qualification in aviation such as an Airline Transport Pilot License, Air Traffic Control License, or Airframe and Power Plant Technician Certification may be accepted in lieu of the first-level university degree.

Work Experience

A minimum of ten (10) years of experience as an officer with any of the following organizations: Civil Aviation Authority, International Organization, Airports or Air Navigation Service Provider, with an increasing level of responsibility is required.

Experience at management level in a Civil Aviation Authority, International Organization, Airports, or Air Navigation Service Provider with a minimum of 5 years’ experience of working in the Asia/Pacific Region is required.

Experience in the provision of technical assistance/co-operation projects in the civil aviation sector including project development, implementation and monitoring is required.

Experience in the use of MS Standard applications is required.

Experience in working with international or regional organizations or donor/financial institutions for resource mobilization is desirable.

Experience participating in and providing service to international meetings is desirable.

Experience in working with Civil Aviation Authorities for the provision of air transport economy and policy is desirable.

Experience in project development and management, and in the use of project management software tools is desirable.

Experience working in a multi-national and multi-cultural environment is desirable.

Languages

Essential
• Fluent reading, writing and speaking abilities in English.

Desirable
• A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Assessment
