STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree (Master) in one of the following fields: Statistics, Economics, Agriculture, Performance management, monitoring and evaluation, computer science, management information systems, or First University Degree with additional years of related work experience and/or trainings/courses.
Language: National Professional: Fluency (level C) in English language and the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

In Burkina Faso, WFP supports the government in implementing School Feeding Programme that consist of regular school feeding, emergency school feeding and home-grown school feeding. Operational Context Burkina Faso ongoing political crisis and continuous conflict deterioration have given rise to one of the fastest-growing Internally displacement of population with over 1.8 million people displaced since 2019. Political instability, conflict, climate change and the socio-economic issues are the main drivers of the growing food insecurity in Burkina Faso, with nearly 3.5 million food insecure people which is about 16 percent of the national population. Poor harvest and high food prices added an additional layer of Burkina complexity to an already vulnerable population facing multiple shocks. Burkina Faso Country Strategic Plan (CSP 2019-2025), initially valued budget has now significantly increased as the security situation continued to deteriorate. WFP School Feeding Programme is a components of WFP integrated resilience of the Country Strategy Programme, consists of emergency school feeding, regular school feeding and Home Grown School feeding Programme. 
The school meals programme aims to reduce immediate hunger among targeted students through the provision of daily breakfast and lunch to kids in primary schools, kindergartens, and alternative education initiatives in targeted regions and to ensure the retention of targeted students and learners in school and in alternative education centres and protect the livelihoods of their parents. Overall objective of the programme is to promote the schooling of children in the targeted areas, by contributing to the improvement of their food and nutritional needs while attending schools, promote access and attendance of students in targeted schools, especially girls in the last two classes (CM1 & CM2), improve the quality of school meals and household food security, promote the development of the local economy by improving the income of small agricultural producers, breeders and processors of local products and to strengthen national capacities in the management of school canteens. 

JOB PURPOSE

To ensure effective programming and decision making based on evidence, it is essential that Data analyzing and knowledge management is enhanced to ensure that the decision makers are always informed on time about firsthand and in-depth information or data and ensures risks are mitigated and decisions and programme can be carried on or adjusted as necessary based on findings and data coming in through school feeding follow up and monitoring systems, while staying compliant with corporate WFP requirements. However, the systems used for data collection, management, reporting and visualization of findings and knowledge management and sharing are not well standardized or consistent.
WFP Burkina Faso seeks to build its school feeding capacity to centrally receive, store, process and analyze digital operational data for the purpose of promoting accountability, controls, and efficiencies across its programmes and use data to better inform WFP’s programme design and performance measurement and improvement through the analysis of data collected from its operations, which as well contributes to resources mobilization.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of School Feeding, perform following responsibilities:
•    Focus on data management and visualization as well as the knowledge management across the country by developing and standardizing consolidated databases, insightful and innovative dashboards to best leverage the school feeding data within the Country office. 
•    In coordination with the school feeding team, will be responsible for activities related to data analysis, information & knowledge management, and supporting reporting for the programme;
•    Produce the school feeding bi-weekly Dashboard used to support decision making in the cross-functional SF Coordination, monthly meetings 
•    Produce all SF knowledge management and communication materials needed for the SF Visibility in collaboration with the external communication unit. This includes collecting/producing SF success stories from beneficiaries and actors, producing visual materials etc
•    Be an active member of WFP SF team, in coordination with the Head of SF and SF team, be a reporting focal point and provide support with information management activities, ensuring timely reporting of all SF reports (bi-weekely flash, monthly, quarterly or annual as required) that will be shared with programme management and Donor relations unit.
•    Support the studies that are conducted by the specialized units (M&E unit) or entities with findings & data analysis and trends in SF (emergency, regular, HGSF) with recommendations on the effectiveness of SF assistance activities 
•    Make analysis of the SF overall budget allocation and trends
•    Deliver capacity building/training to staff, or operational partners on information & data management (collection, visualization, use …) and design & maintenance of tools as and when required, for more effectiveness 
•    Act as a focal point for all SF programme reporting and communications related material/articles for internal and external purpose (Reports, Factsheet, flash bulletin, Success stories etc)
•    Any other work required by supervisor

•    Update every 2 weeks the SF Dashboard 
•    Monthly quality Data analysis and related recommendations to support decision making
•    Produce biweekly flash bulletin, monthly/annual SF reports and support with donor/partner/management knowledge/communications products
•    Produce monthly SF expenditure data report & analysis in coordination with the SF team and specialized units (Budget & Programming, Finance, Supply Chain)
•    Produce flash bulletin, factsheet, success stories on a determined frequency
•    Etc

OTHER SPECIFIC JOB REQUIREMENTS

•    Experience working with large data sets and summarizing data for business.
•    Familiarity with data warehousing and able to tailor & synthesize evaluation evidence
•    Data storing and retrieving skills.
•    Experience using visualization tools (Tableau, Qlikview, etc.) and setting up dashboards.
•    Internal & External communication and knowledge management
•    Ability to capture requirements and translate into insights.
•    Facilitation and teaching skills related to data management and visualization.
•    Understanding of humanitarian & development actions in different contexts and knowledge of global/country geo-political issues
•    Working with the Government 
•    Working in a multicultural environment

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

At least seven (7) years of experience in data management, analysis and/or visualization, project management, including strong experience in communication.

Past experience is desirable in working on a multi-cultural organization or with big donors.
